However, the marina must be operated in such a way as to avoid any discharge of sewage to the waters. A permanent pumpout facility should be required at this marina and maintained throughout the life of the marina. Signs should be posted on the docks advising users of the prohibition against any overboard discharge of sewage and of -the location of the nearest pumpout facilities. NARRATIVE DESCRIPTION: Mr. William 'Jack' Adams is the original developer of Bogue Sound Yacht Club by way of CAMA Permit 053-83. The project included a 65 lot single-family, residential subdivision on 150 acres and a highground boat basin with access channel leading to Bogue Sound. The existing basin is a private non-commercial facility for the express (assigned) use of the individual property owners. By late 1985, the permitted project was successfully completed, except for the construction of 30 boat slips along the bulkheaded east side of the entrance canal. Since the initial stages of development, 26 lots have been sold, and the first 26 existing boat slips have been assigned. Today, because more of the 65 total lots have been sold, the applicant proposes to complete the original construction plans by adding 24 new boat slips along the east side of the canal. Construction includes 12 finger piers and 24 mooring piles. Each finger pier will measure 10' long x 2' wide, and the individual mooring piles will be located 24' waterward of the existing bulkhead. In addition, a 4' wide boardwalk will be constructed running parallel to the bulkhead for a distance of approximately 2501. The number of new slips has been limited in order to reduce the overall number of boat slips within this otherwise marina basin. The total number of slips will be 50, which will not increase the distance of shellfish closure around the entrance to the basin. Currently, the radius of shellfish closure is 275' extending into the 'SA' surface waters of Bogue Sound. The project site is situated on the section of Bogue Sound that has been nominated for the Outstanding Resource Waters (ORW) classification. The proposed 24 slips are within the 575' designated zone adjacent to the Bogue Sound shoreline. 10. ANTICIPATED IMPACTS: Installation of the actual structures should have little to no impact on estuarine resources within the basin or in Bogue Sound. The proposed 24 new slips, in conjunction with the existing 26 slips, should cause no additional closure of shellfish waters. Active restrictive covenants within Bogue Sound Yacht Club disallow overnight and live-aboard conditions within the basin. No additional highground development is planned in or around the common areas of the subdivision. LAMA REVIEW SECTION: The 1985 Land Use Plan Update for Carteret County classifies the highground property as 'Community', and the surface waters as 'Conservation'. The existing residential marina was found to be consistent with the 1978 Land Use Plan for Carteret County which classified the project site as 'Rural'. New marina proposals are FIELD INVESTIGATION REPORT - BOGUE SOUND YACHT CLUB/WILLIAM 'JACK' ADAMS, CARTERET COUNTY PAGE #3 better suited to the Transition classification as illustrated by the Broad Reach project located 1 mile west on Bogue Sound. In that example, the Land Use Plan for Carteret County had to be amended from a land classification of Community to Transition in order to accommodate the development of a residential marina basin and drystack storage facility. The proposed project site is zoned locally by Carteret County as a 'RR-PUD' designation and 'Marinas' are allowed by special use permit.
