The North Carolina Division of Water Resources conducted an inspection of the Sea Trail WWTF on
11/30/2018. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in Non-discharge Permit No. WQ0012748. The findings and
comments noted during this inspection are provided in the enclosed copy of the inspection report
entitled "Compliance Inspection Report".
There were no significant issues or findings noted during the inspection and therefore, a response to this
inspection report is not required.

Inspection Summary:
A compliance inspection of Sea Trail WWTF was conducted on 11-30-2018 as part of the permit renewal process. Clint
Humphrey, ORC, Scott Leonard, BORC,of the WWTF and Ernest Kitzman of the Sea Trail Golf Community were present.
The facility consists of two separate treatment trains that are combined together at the effluent dosing tank before pumped
to the storage pond that serves the Sea Trail Plantation development golf courses, Maples Course, Byrd Course and Jones
Course. The facility is well maintained and produces quality reclaimed water. Both trains have received improvements since
the last permit cycle to include painting of treatment structures and a complete cleaning of the train#1.There are plans to
replace the turbidity meter in 2019.The facility is linked to West Brunswick WWTF's SCADA system which is staffed 24
hours a day.The facility is compliant with Permit W00012748.
There was no record found for the calibration of the spray irrigation flow meter.According to the permit, section 111.8, all
reclaimed water irrigation equipment shall be tested and calibrated at least once per permit cycle.The current permit expires
on 04-30-2019.The flow meter should be calibrated before the expiration date. Signs were posted around the reclaimed
storage pond notifying the public about reclaimed water use. Educational material or a sign posted about the proper use of
reclaimed water should be made available to users of all three golf courses in addition to the signs that are posted around
the storage pond.

inspection. The static screen and grit removal system has never functioned as intended. There
is excessive water loss at headworks when in use. The grit and larger solids are addressed
further down the treatment line which has not caused any issues with treatment.

Comment: Monitoring reports, lab reports and COCs were all in order and complete. Monitoring parameters
are tested by Brunswick County central lab, Certification #253. Daily calibration records of the
portable Oakton pH/DO meter used at the plant were complete. Review of monitoring reports
since the last inspection in 2016, showed a NOD issued in February, 2017 for a daily fecal limit.
Operation and maintenance records were neat, detailed and complete.

Comment: The turbidity meter was calibrated on 2/22/18 by the Brunswick County utility staff. The spray
irrigation duplex pump station is controlled by a programmable computer. There was no
calibration record found for the spray irrigation flow meter. According to section 111.8 of the
permit, all reclaimed water irrigation equipment shall be tested and calibrated at least once per
permit cycle. Educational material or a sign posted about the proper use of reclaimed water
should be made available to users of all three golf courses in addition to the signs that are
posted around the storage pond.
