FIELD INVESTIGATION REPORT - RICHARD BAKER, III, ONSLOW COUNTY PAGE #2 9. NARRATIVE DESCRIPTION: The applicant owns Lot #130, Chadwick Shores Subdivision, in Onslow County, on Chadwick Bay. Directions would include, go to Sneads Ferry, in Onslow County on Highway 172, turn onto SR 1548, turn right on SR 1519, 1.3 miles to SR 1553, turn left on SR 1553, go 0.9 miles, turn left into Chadwick Shores Subdivision, turn right at the first intersection, go to Lot #130 (lots are numbered). The property is vacant and the highground property is vegetated primarly with trees. An approximately 15' to 50' border of Spartina alterniflora exists along the shoreline. The applicant is proposing to construct a 200' long x 5' wide pier with a 30' long x 16' 'T' at the end of the pier. The proposed pier is to be located over a leased oyster bottom. Mr. William E. Hobbs, who now leases the bottom, has objected to the construction of this pier. A Major Permit is required due to Mr. Hobbs' objections to the pier over his oyster lease. Chadwick Bay is classified by the Division of Environmental Management as 'SA' waters and are classified as open to shellfishing by the Division of Marine Fisheries. This area is classified as 'Conservation' according to the Onslow County Land Use Plan. Allowable uses in the 'Conservation' class includes water-oriented uses, such as, piers, docks, and marinas, if they are shown not because detriment to the estuary waters or the conservation lands. 10. ANTICIPATED IMPACTS: An archeological site, Onslow 0252, has been identified at the site. Mr. Hobbs, who leases the bottom, has objected to the pier being built on this lot. Only short-term, minor bottom disturbance is expected from the installation of the 200' long x 5' wide pier with a 30' long x 16' wide 'T'. Chadwick Bay at the site is approximately 1.5 miles wide at the project site. The pier and the 'T' is proposed at a total length of 216' which is well under the One-Third Rule. The pier alignment would not interfere with the established channel in Chadwick Bay. The pier would be set in from the property lines greater than 15' on both sides. There are no docks in the immediate area of the proposed pier. The depth of water at the end of the pier would be approximately -3.0' at NWL.
