PROJECT DESCRIPTION: The applicant proposes to do maintenance
dredging in three channels in Atlantic Beach.

The project has been reviewed to determine impacts to water
quality. The following comments have been provided.
1. The project will require a 401 Water Quality Certification.
2. The project complies with the General 401 Water Quality
Certification No. 1273 for the discharge of liquid effluent
resulting from hydraulic dredging.
3. The proposed project should be done in such a way as to not
cause the turbidity outside the immediate construction are
to exceed 25 NTU.
This office has no objection to the project as proposed.

8. PROJECT SUMMARY: The proposed project is maintenance dredging of
three channels in Atlantic Beach, Bogue Sound, Carteret County.

9. NARRATIVE DESCRIPTION: The proposed project is the
maintenance of three (3) existing man-made channels in Bogue
Sound, Atlantic Beach, Carteret County. Two (2) channels
'A' and 'B' are west of the Atlantic Beach-Morehead City
high-rise bridge. The third channel 'C' is east of the
Atlantic Beach-Morehead City bridge. Water depths in the
project area range from 01-10' MLW. Extensive shoaling has
occurred in much of the project area.
Channel 'A' is approximately 1700' x 50' and serves several
man-made canals and "The Pond" in western Atlantic Beach.
This channel was dug prior to permit requirements and the
spoils were used to "make land" by filling marsh. Channel
'B' provides access to many private homes and the Crow's
Nest Marina. This channel 'B' was previously maintained
under State Dredge and Fill Permit 0740, issued in 1972.
The maintenance in 1972 was for an approximately 1500' x 75'
x -6' MLW channel and this permit application is for the
dredging of a 2100' x 50' x -8' MSL Channel 'B'.
Channel 'C' (Causeway channel), which is on the eastern side
of the bridge, is part of a U.S. Army Corps of Engineers
Federal Project which also includes Money Island Channel
(not a part of this application). An environmental
assessment and Finding of No Significant Impact was recently
released (see attached) and circulated on the Causeway
Channel 'C' and Money Island Channel.
The proposed maintenance of Channel 'C' is for approximately
1600' x 50' x -8' MSL.
Approximately 30,000 cu. yds. of material from a total of
5400' x 50' of channel will be hydraulically dredged and
pumped to Brandt Island which is the current diked spoil
disposal area for the North Carolina State Ports Authority.
10. ANTICIPATED IMPACTS: The proposed dredging will remove
approximately 30,000 cu. yds. of material from 270,000 sq.
ft. of previously dredged, shallow estuarine bottom in Bogue
Sound.,
The waters of Bogue Sound are open to shellfishing by the
Division of Health Services and the Division of Marine
Fisheries, and are classified 'SA' by the Division of
Environmental Management. Part of the Causeway Channel is
closed to shellfishing.

In addition to the completed application form, the
following items must be submitted:
A copy of the deed (with state application only) or
other instrument under which the applicant claims
title to the affected property. If the applicant is not
claiming to be the owner of said property, then for-
ward a copy of the deed or other instrument under
which the owner claims title, plus written permis-
sion from the owner to carry out the project.
An accurate work plat (including plan view and
cross sectional drawings) drawn to scale in black
ink on 8 r/2 x 11 white paper. (Refer to Coastal
Resources Commission Rule 7).0203 for a detailed
description.)
Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if 16
high quality copies are provided by the applicant.
(Contact the U.S. Army Corps of Engineers regard-
ing that agency's use of larger drawings.) A site or
location map is a part of plat requirements and it
must be sufficiently detailed to guide agency per-
sonnel unfamiliar with the area to the site. Include
county road (SR) numbers, landmarks, and the like.
A stormwater management plan, if applicable, that
may have been developed in consultation with the
Division of Environmental Management.
A list of the names and complete addresses of the
adjacent waterfront (riparian) landowners. These
individuals have 30 days in which to submit com-
ments on the proposed project to the Division of
Coastal Management. The applicant must advise
the adjacent landowners of this opportunity by sen-
ding a copy of the permit application to them by
registered or certified mail. This notification is re-
quired by G.S. 113-229(d).
