SUBJECT: Start of Study for US 13 (Berkeley Boulevard) from SR 1560 (Royal
Avenue) to SR 1003 (New Hope Road), Goldsboro, Wayne County,
NCDOT Division 4, Federal-Aid Project STP-00 13(2 1), WBS Element
39026.1.1, TIP Project U-3609A
The Project Development and Environmental Analysis Branch is starting the project
development, environmental and engineering studies for the proposed widening of US 13. The project is
included in the 2009-2015 North Carolina Transportation Improvement Program. The project is being
considered for federal economic stimulus finding.

We would appreciate any information you might have that would be helpful in evaluating potential
environmental impacts of the project. If applicable, please identify any permits or approvals that maybe
required by your agency. Due to the potential stimulus funding for this project, we would appreciate your
comments by February 27, 2009.
It is anticipated that a federally funded Categorical Exclusion will be prepared for this project.
This document will be prepared in accordance with the National Environmental Policy Act.
