From a review of our records, it appears that the street address they provided for the facility (6816 CSX Way) is actively permitted under COC NCG080802, with Transflo being the permittee. I checked our aerials and it looks like a new railyard was recently installed at the adjacent parcel, which is 6821 CSX Way. Both parcels have the same ownership. For the 6816 CSX Way property, we responded to a diesel fuel spill in 2011 and conducted a facility inspection pursuant to the NCG08 permit in 2015. We have not had any previous issues or inspection history with the 6821 CSX Way property. Generally speaking, we have a few rail yard bulk chemical transfer/distribution facilities in Mecklenburg County that are all permitted under the NCG08 permit. The other sites primarily involve offloading to tanker trucks, so this site may have less pollution potential since they have proposed exclusively offloading to a direct pipeline. I also see they have stated that no maintenance activities will occur on this site. Also, I wanted to let you know that I am leaving my position at the end of the calendar year and will no longer be the contact for industrial stormwater in Mecklenburg County. My supervisor, Richard Farmer, is copied on this email and will be the contact for any permitting updates or inquiries. I have greatly appreciated all of the assistance that you, Bradley, Ken, and other current/former staff from the permitting office have provided our program over the last several years. Your involvement with non -permitted facilities that didn't neatly fit into general permit categories or with permitted sites that present a significant pollution potential to our MS4 and/or local surface waters has been a great benefit to our program. I also appreciate your patience in answering various questions that I've had over the past few years.
