The project area will be cleared of vegetation and fill material will be brought to the site to level the area of disturbance. Utilities will be installed. The project engineer attempted to minimize wetland impacts within the site when developing the site plan. However, the location and extent of wetlands within the site made avoidance impossible. Impacts were minimized to less than 0.1 acre by reducing the size of the buildings, minimizing parking spaces, and using retaining walls. 1 b. The NC Natural Heritage Program website was used to determine the presence of federally -listed species. No federally listed species are known to occur on the site, but the West Indian manatee is known to occur within one mile of the site, likely in the Tar River located approximately one mile north of the project area. The USFWS IPaC database was also reviewed. The site is forested and supports a dense tree layer of hickory and tulip poplar with a moderately dense shrub layer of predominately water oak. Wetlands support mainly cypress and black gum trees in the canopy and red maple and sweetgum in the shrub layer. The site does not support appropriate habitat for the red -cockaded woodpecker or the bald eagle. Two mussels, the Atlantic pigtoe and Tar River Spinymussel, were also identified in the IPaC review. According to the UFWS, the Atlantic Pigtoe has not been observed in Pitt County and the Tar River Spinymussel is not known to occur within Green Mill Run. Since no impacts to streams or buffers are proposed, the project is not anticipated to negatively affect these species. Therefore, the project will not affect any federally protected species. 6.
