The Town of Rowland is renewing the wastewater collection system permit.The package submitted
to your office last week was missing tow items.A full size map of the Town's sewer system and a section
describing the Town's management team and its organization structure.Attached are these documents.

Organizational
Structure

TOWN OF ROWLAND
MANAGEMENT TEAM ORGANIZATION
The Town of Rowland is represented by a four-member Board of
Commissioners and lead by a Mayor combining to form a five-member board.
The Town Clerk, answers to the Board, is the primary administrator and
manages the daily activity of the Town. The Police Chief, answers to the Board,
is responsible for all police activities. The Town Clerk oversees the Public Works
staff which manages the wastewater and water plants and wells, as well as, all
utility lines and equipment. The plants are operated by the Operator in Charge
(ORC) Joe McGirt and he is backed up by Ronnie Seals, assuring 24/7/365
coverage. The Public Works Department has a director, Jessie Watson; an
assistant director, Steve Richardson; and four additional employees. All
administrative operations are managed by a staff of three in town hall.
