Project Description 3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: Existing conditions at the site are previously disturbed bottomland forest along the creek, areas of open lawn and row crops in the floodplain, and development associated with manufacturing companies in upland areas. 3b. Explain the purpose of the proposed project: To extend the greenway trail, provide an environmental education opportunity, and improve aquatic habitat downstream of the Mills Gap Road bridge. 3e. Describe the overall project in detail, including the type of equipment to be used: The project includes the construction of a10 foot wide greenway with appurtances such as retaining walls, guardrails, trash cans and interpretive signs. Grading equipment for the greenway portion of the project will likely include a track- mounted excavator, grader, bulldozer and dump truck to transport materials. The upstream 400 feet of the alignment will make use of an existing trail. The remainder of the greenway alignment will be constructed through a wooded floodplain that is dominated by invasive exotic species in the understory and hardwoods in the canopy. Mature hardwoods will be protected in place to the extent practicable. Creek enhancement will consist of a boulder cross vane installed in the creek near the downstream face of the Mills Gap Road bridge. The purposes of this structure are to center the thalweg and promote scour pool habitat in the middle of the channel, encourage sediment deposition in the near bank region and protect creek banks in the vicinity. With its location visible from the greenway, the structure will provide an educational opportunity for greenway users. The vane will be constructed using a track-mounted excavator. Access to the vane location will be across the left bank. Disturbed bank areas will be stabilized with temporary and permanent seed and erosion control matting. The Town of Fletcher Greenway Master Plan calls for about thirteen miles of trail segment to connect industrial and residential settings within the proposed "Heart of Fletcher" and the existing Community Recreational Park.This trail segment will paralell Cane Creek and connect with the Buncombe County Pedestrian Master Plan to provide a nonmotorized network to improve the health, saftey and welfare of the public. The first phase of this trail was completed several years ago and afforded a wider riparian buffer and instream structures to improve aquatic habitat potential. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The project represents a long-term benefit to the ecosystem. Construction phase best management practices will help minimize the short-term impacts, as described in section 1 b. Beneficial water quality impacts will be realized through stormwater mangement controls on the larger greenway project (primarily level spreaders and vegetated swales). Terrestrial habitat will be enhanced through aggressive exotic vegetation treatment along greenway trail. 1 b. In-stream equipment traffic will be limited those activities required to set large boulders. Equipment access to the creek will be limited to designated areas of disturbance and the contractor will be directed to avoid unnecessary traffic in the creek or on adjacent banks. Specifications and the contract documents will require well maintained and functioning equiptment and daily checks for leaks. An emergency spill plan will also be required. 2.
