Dear Permittee:
The North Carolina Division of Water Resources conducted an inspection of the TE Connectivity WWTP on
November 7, 2018. This inspection was conducted to verify that the facility is operating in compliance with the
conditions and limitations specified in NPDES WW Permit No. NC0033227. A summary of the findings and
comments noted during the inspection are provided in the enclosed copy of the inspection report.
The Compliance Evaluation inspection was conducted by Division of Water Resources staff from the Asheville
Regional Office. The following deficiencies were noted during the inspection:
Inspection Area Description of Deficiency
Operations & Maintenance Influent overflowed/splashed over plant.
Plant is high in solids.
Secondary Clarifier The blankets in the clarifier were too high at 7'and 8' of 10' water depth.
Solids need to be removed.
Plant needs to be able to waste solids.

Inspection Area Description of Deficiency
Bar Screens The bar screen had excessive debris allowing influent to spill out of plant onto adjacent
ground.
Effluent Pipe The streambank at the domestic wastewater effluent pipe (#I) has eroded from recent
storms and compromised the effluent pipe and its structure.
In addition, the issues below must also be addressed:
Compliance Issues: Unknown Plumbing: The WWTP appears to possibly have plumbing for wasting solids (WAS). There is
also an unknown pipe in the chlorine contact chamber. This possible WAS plumbing and the unknown pipe in the chlorine
contact chamber need to be assessed and verified.
Remedial actions should have already been taken to correct this problem and prevent further occurrences in the
future. Please submit a written response to this Notice of Deficiency. Your response is to be received by the
regional office within 30 business days following receipt of this Notice.

The Inspector, Linda Wiggs, met with Jason Rummel (ORC) and Doug Dodd (EHS Mgr) onsite.
BAR SCREEN:
The bar screen had excessive debris. The bar screen is at the water level of the aeration tank and the
return solids (RAS) are deliver next to the bar screen. All these issues appear to contribute to the
influent spilling/splashing out of plant onto the adjacent ground.
An email was received by the Inspector on 11/8/2018 with photos verifying a temporary splash guard
was installed to keep wastewater from spilling/splashing over.
SOLIDS:
The plant was high in solids. Settleability at 30 minutes was 850 ml. The blankets in the clarifier were
7'and 8' of 10' water depth.
Solids need to be removed promptly. The log book indicated solids had been pumped in March and
July.
This WWTP does not have a digester, there is no tank to waste sludge/solids (WAS). However, the
WWTP appears to have plumbing for WAS. This plumbing needs to be assessed and its use verified.
Tankage (digester) where solids can be sent for removal is a crucial component of a WWTP. The
addition of a digester needs to be given serious consideration.
CHLORINE CONTACT CHAMBER:
There is a large buried tank used as a chlorine contact basin; this basin has an unknown pipe in it. The
unknown pipe's origin and destination need to be verified.
The original Plans of this WWTP and any ancillary components should be researched.
EFFLUENT PIPE:
The streambank at the domestic wastewater effluent pipe (001) has eroded from recent storms and
compromised the effluent pipe and its structure. This is a safety issue and has compromised the
effluent sampling location. Furthermore, the next high flow storm event could break the effluent pipe
and dislodge the structure.
