9. NARRATIVE DESCRIPTION:
Project Setting
Bridge No. 40 is located on SRI 140 over Cedar Swamp Creek, 0.61 miles west of US HWY 70 in
Newport, Carteret County. The causeway elevation in the project area is approximately 10' above
the normal high water level. The predominant land use in the project area is low density residential
development. The sides of the elevated causeway to the bridge are maintained and vegetated with
sod grasses. The floodplain and embankments of Cedar Swamp Creek immediately adjacent to the
bridge are characterized by bottomland hardwood wetland type vegetation.
The existing bridge, constructed in 1953, is a two lane bridge that is 53' long and 24' wide. The
bridge is a three span fixed bridge, with a maximum of 18' of horizontal distance between the spans
and a vertical clearance of 6.7' underneath the bridge. The bridge superstructure consists of a
concrete deck on wooden joists. The bridge is supported with timber caps on timber piles. The
bridge received a 43 out of a possible 100 points during its last sufficiency rating. The bridge is
located within a curve and a sag. The road over the bridge is classified as a Secondary Road and
allows for the flow of traffic between US HWY 70 and SRI 124. There are currently no stormwater
runoff controls on the bridge and the deck drains flow directly into the creek below.
Two utility lines are located in the project vicinity. A telephone cable parallels the south side of
the bridge and crosses under Cedar Swamp Creek. Aerial electric lines cross over the bridge and
Cedar Swamp Creek.
The waters of Cedar Swamp Creek received a classification of C by the Environmental
Management Commission in the area of the proposed construction. Cedar Swamp Creek is classified
by the North Carolina Wildlife Resources Commission as Inland Waters, however, the area is not
considered a Primary Nursery Area. The waters are closed to shellfishing by the Shellfish Sanitation
Section of the Division of Environmental Health. At the project site the creek ranges from
approximately 15' to 30' wide and has a maximum water depth of -3' below the normal high water
level in the area of the bridge. There were no SAV's or oyster beds observed in the project area
during the site visits. The creek bottom is composed of a silty sand substrate.
Project Proposal
NCDOT proposes to replace the existing Bridge No. 40 over Cedar Swamp Creek. The project
involves replacement of the existing bridge and related approaches with an aluminum box culvert
and new approaches. To initiate the project, the existing bridge would be closed and traffic re-routed
to an off-site detour route along SR 1124 (Nine Foot Road), and US HWY 70. The existing bridge is
to be completely demolished and removed from the project site utilizing NCDOT's Best
Management Practices for Bridge Demolition and Removal. This would entail that all efforts would
be undertaken to ensure that materials are not dropped or otherwise placed in the waters of Cedar
Swamp Creek. Any materials inadvertently entering the waters would be immediately removed.
The new culvert as proposed would be 72' in length and 25' 4" in width. The box culvert design
would allow an increase in the horizontal clearance to 25' 4" through the culvert. The culvert is
designed to be buried 1' below the creek bed bottom and allow 6.7' of vertical clearance, which is
the same as the existing clearance height.

To initiate construction of the culvert, temporary sheet pile would be driven just upstream and
downstream of the proposed culvert location. Pumps would then be utilized to dewater the 100' of
stream in the project area and pump the stream flow around the project site. The installation of the
culvert would require the applicant to excavate a 78' long x 32' wide section of the creek and banks
below the existing bridge to approximately 3' below the creek bottom. The spoil from this
excavation would be stored temporarily within the existing Right-of-Way for later use on the project.
The culvert location would be bedded with a 2' thick layer of #57 washed stone and the
aluminum culvert would be placed into the excavated area such that the bottom of the culvert would
rest 1' below the adjacent creek bottom. The applicant would then backfill a 72' long x 14' wide
area with sand on each side of the proposed culvert sand to bring the area up to grade. The ends of
the culvert are to be stabilized with aluminum headwalls and wingwalls. The culvert headwalls
(31.5' wide total) would extend from the sides of the culvert out to the edges of the creek banks and
the wingwalls would extend 13.5' beyond the headwalls into high ground and would be placed
entirely above the NWL elevation. The pumps and temporary sheet piling would then be removed
and stream flow restored.
The applicant has also proposed to replace the approach structures to the culvert. The grade on
the causeway would be raised by approximately l' from Sta. 16+00 to Sta. 23+00, including over the
culvert which is located between Sta. 19+78 to Sta. 20+05, which will reduce the sag in the road at
the project site. The centerline of the road would be shifted approximately 8' to the right to
straighten the road, and two 12' wide paved travel lanes with 16'wide shoulders would be
constructed. The shoulders would be vegetated to provide pervious riparian buffers to Cedar Swamp
Creek. To create the required shoulder width for the elevated road 3,036 square feet of Section 404
Wetlands comprised of bottomland hardwood swamp type vegetation would be filled adjacent to the
creek. The applicant is currently coordinating with the USACE to provide wetland mitigation for
project impacts at a 1:1 ratio on a parcel of land adjacent to the project.
The existing fiber optic telephone line on the south side of the bridge must be relocated byboring
under Cedar Swamp Creek with a directional drill from high ground to high ground and a permit will
be sought by the telephone company under a separate permit application. The existing overhead
electric lines are to be abandoned by the electric company due to the existing redundancy within the
electric system and to enable construction of the project. The applicant received a Stormwater
Permit Exclusion (SW8 090514) from the DWQ for this project dated June 3, 2009.
Anticipated Impacts
The proposed culvert would require 1,716 sq. ft. and 276 cubic yards of excavation in Public
Trust Waters and the Public Trust Area of Cedar Swamp Creek, all of which would be backfilled
during culvert installation. The project would result in 42,848 sq. ft. of high ground disturbance for
the grading and paving of the new approaches to the culvert. It is anticipated that the proposed
culvert installation and causeway in place of the existing bridge would fill 2,016 sq. ft. of floodplain
within Cedar Swamp Creek. This would partially eliminate hydraulic capacity and floodplain area of
the White Oak River system, although the culvert has been sized to handle the flows from a 100 year
storm event.
Approximately 3,036 sq. ft. of Section 404 Wetlands would also be filled during the installation
of the culvert and roadway. The wetland impacts are to be mitigated for at a 1:1 ratio, potentially

adjacent to the project location. No permanent impacts to any Coastal Wetlands are anticipated with
the project. The navigable clearance under the bridge would remain the same at 6.7'. The culvert
design would allow an increase in the maximum navigational width from approximately 18' to 25'.
The applicant has proposed to construct the culvert utilizing minimization measures to reduce
environmental impacts from the project which include top down construction, utilizing an off-site
detour, the elimination of any direct discharges from the road to the creek, adhering to an in-water
work moratorium from February 15 to June 15, and a construction schedule compressed to four
months. The site de-watering process is expected to prevent any increase in turbidity during the
construction of the project. No additional closures of shellfishing waters are expected in association
with the proposed project. Impacts to anadromous fish in Cedar Swamp Creek are also expected to
be minimal with the applicant's commitment to the in-water work moratorium.
The proposed detour route will result in a slight increase in travel distances for some uses of the
transportation system, however, the public is expected to benefit upon completion of the project by
the increase in the safety and efficiency of the new structure resulting from the reduction of the
amount of sag in the road and from the straightening of the road.

My biggest concern is the conversion of a bridge to a box culvert in this system.
We do have anadromous fish at this location, primarily Blueback herring and
American shad. Fish passage for herring particularly can be impeded or blocked due
to insufficient day light caused by culverts. The moratorium for this project
would be Feb 15 to June 15. Can you provide more information on the proposed
culvert design?
