Howard Nichols of East Carolina Consulting, acting as agent for Harbour Walk Owners
Association (c/o Charles Dubois - President), has requested the attached application be processed
under the Express Permit Review Program, for the replacement of the existing bulkhead and
boardwalk. The project site is located off SR 1222 at 20 Harbour Walk (off Plantation Drive) on a
manmade canal system off the Trent River, in the River Bend Community near the City of New Bern
in Craven County, North Carolina.
The site is a ±3.08-acre tract located in the River Bend Community on a manmade canal
system that connects into the Trent River. The Harbour Walk Owners Association is made up of 31
owners in 31 units housed in 8 buildings. The property forms a peninsula with a manmade canal on
the north, south, and west sides, and Plantation Drive to the east. The site is vegetated with lawn
grass, pines, hardwoods, and ornamental shrubs. The entire shoreline is stabilized with a wooden
bulkhead that is in need of maintenance. A 5' wide wooden boardwalk is located immediately
adjacent the land side of the bulkhead around the perimeter of the property and it also is in need of
repair or replacement. The boardwalk allows the owners waterfront access to the canal, and
includes 31 dedicated side-to slips. Twenty-two power pedestals are located along the boardwalk
providing power to the slips. At the present time, 7 sets of mooring whips are in place around the
bulkhead/boardwalk.
Harbour Walk is located within an area of dense development along a manmade canal
system in the River Bend community. As previously stated, the project site is bordered on the east
side by Plantation Drive in the Community of River Bend.
The Trent River in this area is classified SB;Sw,NSW by the Environmental Management
Commission and the unnamed canal system carries the same classification. This section of the river
is designated as inland waters and is closed to shellfishing. The water depth in the adjacent canals
averages -5.5'. Submerged aquatic vegetation (SAV) was noted in the head of the southern canal
during the 22 April 2009 site visit.
Project description
The applicant proposes to replace the existing wooden bulkhead (±1,190) with vinyl,
immediately waterward (1 ) of the existing alignment around the perimeter of the property. The void
between the corrugated vinyl sheets and any area in need of fill behind the existing bulkhead under
the existing boardwalk will be filled. The existing 5' wide by ±1,130' long wooden boardwalk will be
replaced with a new wooden boardwalk in the same location and extending out over the newly
installed bulkhead, resulting in a new width of 6'. The applicant does not propose to impact the
grass area adjacent the boardwalk and will use existing concrete drain ways and sidewalks to access
the work areas. The existing 7 sets of mooring whips will be removed during bulkhead installation
and re-installed in the same location.
Anticipated impacts
The project as proposed will fill ±1,190 ft2 of manmade canal bottom associated with the
bulkhead replacement. The replacement of the boardwalk will result in the disturbance of ±5,650 ft2
of uplands. The project as proposed will result in localized turbidity as a result of the bulkhead
installation.

PROJECT: Replacement/Renovation of approximately 1,190 feet of failing bulkhead with
new vinyl bulkhead and removal/replacement of 1,130 feet of existing wooden boardwalk. The
existing boardwalk is located landward side of the existing bulkhead and will be reconstructed in
that same location.
SITE: Harbour Walk is a private community within the Town of River Bend, NC. This
community was developed in the early 1980's. Harbour Walk has 31 residents, each having
docking rights to Plantation Canal, via the boardwalk.
Originally, a wooden bulkhead was constructed adjacent to Plantation Canal. A wooden
boardwalk was also constructed, on the landward side of the bulkhead. These were constructed
to provide stabilization of the shoreline and water access/boat parking for the residents. Last
year, the residents had a licensed engineer evaluate the existing structure. It was determined that
the bulkhead had several structural failures and the boardwalk was beginning to show signs of a
liability to the residents. Should a structural failure mature, there would be the probability of
personal injury, fill and debris eroding into the adjacent waterways, as well as potential structural
damage to adjacent waterfront homes.
The community is proposing to construct a more durable bulkhead and also to rebuild the
wooden boardwalk landward of the new bulkhead. The existing bulkhead will basically be left
in place, as to limit the potential for erosion. The new bulkhead will be construction one (1) foot
water-ward side of the existing bulkhead, not disturbing the existing wall. This will limit soils
eroding into the canal during construction. Regarding the location of the new bulkhead, the
rebuilt boardwalk will be increased from a width of five (5) feet to not more than six (6) feet.
The boardwalk will be constructed landward of the new bulkhead. Treated decking will be used
as before and will not increase the existing impervious area for the site.
Construction time is estimated for 90 days.
While originally constructed to provide one (1) boat slip for each resident, for a total of 31 boat
slips, currently there are only seven (7) sets of mooring whips installed. These mooring-sets
shall be removed during construction and re-set back in their original location after renovations
are complete. Residents will be responsible for relocation and/or storage of their boats to another
location during construction.
