Pump Station 26 is owned and operated by the CFPUA. Pump Station 26 Pump Station 26 is located on Appleton Way within the Echo Farms development. Based on provided as -built plans, the pump station consists of an 8-foot diameter wet well, with Gorman Rupp suction lift pumps. The existing pumps with electrical and controls are within a brick / block structure. Based on CFPUA drawdown testing results of 10-22-15, the existing 10 HP Gorman Rupp pump pumped at an average rate of 135 GPM at 70 TDH. The existing pumps are 3" pumps, which do not meet current NC DEQ Minimum Design Criteria. Based on the CFPUA provided design basis flow for Pump Station 26, plus the new development flow, the existing 10 HP pumps and the existing 4" forcemain will not handle the proposed flow. Therefore, the pump station and forcemain will be required to be upgraded. The existing Gorman Rupp suction lift motors / pumps of Pump Station 26 will be upgraded to 15 HP 4" pumps and the forcemain will be required to be upsized to a be 6" in diameter. The pump station will be designed to pump at 300 GPM at 63' of total dynamic head. The new forcemain for Pump Station 26 to the Barnards Creek gravity sewer outfall will be run within the Appleton Way right-of-way from the station to the Carolina Beach Road right-of-way. From there, it will parallel the Carolina Beach right-of-way to an existing SSMH near the Moose Lodge Property. Variances Required 1. Pump Station 26 is existing and to our knowledge hasn't been flooded, even during recent hurricane and extreme rain events. See attached e-mail from Gary McSmith of the CFPUA. The pump station was original constructed around 1973 or 1974. The pump station upgrade project requires larger pumps and controls to be updated within the existing block / brick veneer building. The pump Station also gets a new generator. The pump station force main gets upsized from 4" to 6". Per MDC, the pump station FFE and generator are required to be 2' above 100-yr flood elevation. The finished floor elevation of the existing building is 9.18 and the generator pad is approximately 9.1. The based flood elevation per firm maps by surveyor for this area is BFE of 9. The existing pump station and generator does not meet this MDC requirement. The CFPUA has stated that they are not aware of the pump station flooding during the large rain events and storms. See attached email from Gary McSmith of the CFPUA. Pump Station 26 will require a variance from the requirement for pump station FFE and generator to be 2' above the determined 100-year flood elevation. 2. The existing Pump Station 26 is surrounded by wetlands on three (3) sides and wetlands are within 50' of wetlands. Therefore, the existing pump station does not meet the MDC separation requirements. As discussed, it is our policy during any retrofit to raise electrical components, as appropriate by regulations. In the case of the slab elevations at these location, our staff has never seen or observed any indications of them flooding from storms or high water in adjacent creeks.
