Dear Permittee:
The North Carolina Division of Water Resources received notification from MSD on November 7, 2018 that the
Town of Weaverville Water Treatment Plant hauled 17 loads of Alum sludge (4000 gallons per load for a total of
68,000 gallons) to the MSD Water Reclamation Facility during the month of October 2018. Permit Condition Part 1,
A. (7) states: MSD Buncombe is permitted to operate a 17-acre lagoon for the purpose of storing incinerator ash.
Effluent from this lagoon is sent to the head of the plant for treatment. No other materials may be stored in the
lagoon without prior Division notification and approval.
The following deficiency was noted:

Remedial actions should have already been taken to correct this problem and prevent further occurrences in the
future. The Division of Water Resources may pursue enforcement action for this and any additional violations of
State law. To prevent further action, carefully review these deficiencies and address the causes of
non-compliance to prevent the recurrence of similar situations.
