RE: Follow-up written submission for Permit DWR #20140957 Discharge of sediment
within Stream SNRH004 and Wetland WHLF003F Atlantic Coast Pi eline Spread 8
Dear Ms. Higgins:
This letter is to follow-up on the sediment discharge to waters of the state previously reported
on November 13, 2018, and as required by Individual Water Quality Certification Permit No.
20140957. Dominion Energy takes environmental compliance very seriously and
immediately notified the Division of Water Resources, Raleigh Regional Office upon
discovery of this discharge, and took immediate action to remedy this issue. The discharge
information and corrective actions are as follows:
11/13/2018 — Spread 8 — Following a 2.50 inch rain event, ACP conducted post storm event
NPDES inspections where several areas of erosion and sediment controls adjacent to stream
SNRH004 and wetland WHLF003F were observed overtopped with sediment. The result
was a discharge and deposition of sediment within these Waters of the United States.
Material deposited within the resources was removed and brought back within the approved
upland workspace, timber mat bridge was cleaned on the stream crossing, and erosion
controls were repaired and reinforced. Measures to prevent this from reoccurring included
installing additional erosion controls at the resources and increasing the amount of water bars
on the slope above the impacted area.
