Mobile Home Additions Part 11, Project Narrative ' Owner is moving existing manufactured homes from existing pads in the eastern portion, Airport Road frontage, to both newly constructed pads, and in-fill on existing pads in the Northern portion of the site. This narrative describes construction process(es) for both and is supported by construction document sheets SW-4, Grading and Drainage Plan, ' and SW-5, Stormwater Management Plan_ An erosion control plan will be submitted for review pending approval of the Stormwater Management Plan. ' The development plans attached provide sommwater BMP's to detain and treat the runoff from the 1 year 24 hr storm as required by the Buncombe Co. Stormwater Ordinance. To accomplish this a wet detention basin has been designed which will not only promote TSS removal but infiltration while over detaining both the 1 year and 10 year events. Storm flows that are detained by the basin are then conveyed to a reinforced grass swale (Ditch-1). From there the flow will ' pass through an undisturbed filter strip of approximately 8a If. Prior to reaching the headwaters of a small unnamed stream off-site. ' Due to the project location relative to the watershed a significant stormwater conveyance system has been designed to transfer storm flows from off-site around the project area and the detention basin. Construction sequencing will be critical to ensure storm flows from off site don't interfere with either site grading and erosion controls but also the detention facility. ANNUAL INSPECTION AND REPORT: The Owner shall cause a visual inspection to be made of the ' Facility once a year on or before the anniversary of this agreement. The report shall include, but not be limited to, the following: a. The name and address of the landowner. b. The recorded book and page number of the property. C. A statement that an inspection was made of all stormwater controls and features d. The date the inspection was made. ' e. A statement €hat all inspected controls and features are performing properly and are in compliance with the terms and conditions of the approved maintenance agreement required by the ordinance. f: The signature of the engineer, surveyor, or landscape architect who made the inspection and prepared the ' report. The results of the visual inspection shall be reduced to writing. The Owner shall cause a copy of the inspection report to be mailed to the Buncombe County Storntwater Administrator by registered mail, return receipt requested, at the following address: County of Buncombe ' Stormwater Administrator 46 Valley Street Asheville, North Carolina, 28601 ' If the inspection(s) reveal repairs are needed for the Facility, the Owner shall cause such repairs to be made within 30 days after the inspection or within such lesser period of time if circumstances warrant such. ' 3. ACCESS: The Owner hereby gives to the County permission to access the Facility at reasonable times for inspection by the County and/or its agent or representatives. The Owner shall give the County at least 180 days prior written notice before withdrawing such permission. ' 4. REPAIR. REPLACEMENT OR MAINTENANCE: if an order directing the correction, repair, replacement or maintenance of the Facility or of any portion thereof is not satisfactorily complied with by the Owner within the time period specified in the notice, the County may, after notice to the Owner, enter the land and ' perform all necessary work to place the Facility in proper working condition, and may assess the Owner(s) of the subject property with the cost of said work which cost shall be a lien on such property and may be collected as Page 2 of 3 provided in N.C. Gen. Stat. sec 160A-193, Notice shall be provided five (5) calendar days prior to entry and ' performance of necessary work by the County. Notice shall be in writing and shall be delivered to the Owner by hand delivery; certified mail, return receipt requested; or by any other means allowed by Rule 4 of the North Carolina Rules of Civil Procedures. The Owners of all property served by the Facility shall be jointly and ' severally responsible to the County for the maintenance of the Facility and liable for any costs incurred by the County pursuant to this agreement, and all such properties are jointly and severally subject to the impossible of liens for such costs. ' 5. RECORDATION: The Owner shall cause a check to be issued to the Buncombe County Register of Deeds Office and given to the County's Stormwater Administrator so that this Operations and Maintenance Agreement can be signed by the County Manager or Stormwater Administrator. This document will then be recorded in the ' Buncombe County Register of Deeds Office and a certified copy will be mailed to the Owner.. 6. BINDING AGREEMENT: The agreement set forth herein shall run with the land as long as the stormwater facility described herein exists and shall be binding upon the Owners, their successors and assigns and ' all other persons whomsoever claiming under or through the current Owners.
