Page#1 DocuSign Envelope ID: 05FB56D0-7C7A-4EC4-BC08-1465B53C68FD 11/21/2018 11/21/2018 NPDES yr/mo/day 18/11/05 Inspection Type S3111218 1 Section D: Summary of Finding/Comments (Attach additional sheets of narrative and checklists as necessary) On 11/5/2018, I (Daniel Boss) met with Mark Jones for a Compliance Sampling Inspection at Benson Apartments WWTF. Overall the facility appeared to be running very well and significant repairs have been made since the last inspection. Recently Mr. Jones replaced the return sludge line from the clarifier after discovering a hole in it. Prior to the repair the clarifier solids would get stirred up after running the return sludge for a couple minutes. Mr. Jones mentioned that there is no aeration or sludge transfer line to the sludge digester. As a result he uses a hose to waste solids to the digester, and has to pump the solids out of the digester relatively soon after wasting them. It could be helpful to add aeration to the digester to extend the time sludge could be held before removal. Permanent piping for sludge transfer would reduce the chance of a sludge spill during transfer. . Mr. Jones has located the effluent pipe discharge for the facility and it is not on the property of Benson Apartments. The discharge pipe is submerged and does not extend to the tributary and therefore it could be lengthened. Grab samples were taken for ammonia, fecal coliform, and total suspended solids (TSS). Preliminary Results: TSS = 20mg/L Fecal Coliform = 27 cfu/100ml Ammonia = results pending Final lab reports will be sent when they are available. NC0066362 17 (Cont.) Is the overflow clear of excessive solids/pin floc? Is the sludge blanket level acceptable? (Approximately ¼ of the sidewall depth) The sludge blanket was about 2.5 ft. Mr. Jones says he only needs to run the skimmer twice per week. Comment: Disinfection-Tablet Yes No NA NE Are tablet chlorinators operational? Are the tablets the proper size and type? Number of tubes in use?1 Is the level of chlorine residual acceptable? Is the contact chamber free of growth, or sludge buildup? Is there chlorine residual prior to de-chlorination? Mr. Jones recently repaired the chlorinator. Unfortunately this disturbed an eight inch layer of solids in the trough and caused a fecal coliform violation in the month of October 2018. Are the receiving water free of foam other than trace amounts and other debris? If effluent (diffuser pipes are required) are they operating properly? The outfall is not on the owner's property and it would be difficult to maintaint the right of way. The effluent pipe is submerged and difficult to locate. Extending the effluent pipe could be beneficial for that reason. Comment: Anaerobic Digester Yes No NA NE Type of operation:Fixed cover Is the capacity adequate? # Is gas stored on site?
