9. NARRATIVE DESCRIPTION:
Project Setting
The project site consists of a 3.83-acre tract adjacent to Core Creek and bordering the boat basin of the Jarrett
Bay Boatworks facility, lying on the southwest side of the Jarrett Bay property. The property is Lot 11A of the Jarrett
Bay Industrial Park. The site lies at the end of the Sensation Weigh cul-de-sac, on the south side of State Road
1162(Steel Tank Rd.), off of Hwy. 101. This is approximately 6.5 miles north of Beaufort, south of the Core Creek
Bridge.
The property averages +6' to +7' above mean high water in elevation and is cleared, with a steel building used
for the repair and maintenance of diesel engines existing along with a parking area. Adjacent to Core Creek there is an
area of Coastal Wetlands (S artina alterniflora, Juncus roemerianus, and Spartina ap tens). These Coastal Wetlands
transition through a narrow area of Section 404 Wetlands. The Section 404 Wetlands have been delineated and
approved by the USACE.
The Division of Water Quality classifies the waters of Core Creek as SA; the Division of Marine Fisheries does
not designate the area as Primary Nursery; the waters are classified as Conditionally Approved Closed by the Shellfish
Sanitation Section of the DEH. The Carteret County Land Use Plan classifies this area as Developed, with all CAMA
Areas of Environmental Concern classified as Conservation. A Sedimentation and Erosion Control Plan was approved
for this site on May 9, 2000. A Stormwater Permit was issued by the DWQ on June 15, 2000.
This project, with some modifications, was permitted by CAMA Major Permit # 141-00 on September 7, 2000.
All high-ground work including grading, parking, and the industrial building has been constructed. No in - water work
was done and the permit expired on 12-31-2003.
Project Description
A docking facility is needed for the mooring of vessels undergoing engine repairs. This structure would begin as
a timber walkway placed on grade extending from the parking lot on the west side, to an elevated boardwalk over
wetlands, to a walkway that would extend over open water with a ramp leading to the floating dock. The floating dock
would be 15' from the adjacent riparian corridors. The floating dock would be 25' from the 80' Federal Channel
setback.
The boardwalk leading from the parking lot would be constructed of wood, and would be placed on grade. This
boardwalk would be 6' x 85' in length. When the boardwalk reaches the wetlands, it would be elevated at least 3'
above the marsh as measured from the substrate to the bottom of the decking and would cross approximately 70' of
marsh. The elevated boardwalk would then cross approximately 68' of open water before connecting to the 6'x 169'
floating dock by means of an aluminum gangway. The floating dock would be secured by pilings. No outer tie pilings
are proposed, with no permanent slips proposed.

10. ANTICIPATED IMPACTS:
This project would cause the shading effect from the boardwalk of 510sf over high ground and 420sf over
wetlands. The shading and drip effect would occur for another 1422sf over open water. The facility will be an addition
to the "marine industrial park" that has been the goal of Jarrett Bay Boatworks since purchasing the tract along Core
Creek. If any engine work is to be performed over water, it can be anticipated that there will be some spoiling impacts
associated with this. Some turbidity can be expected during construction, but should be short in duration. The docking
facility would extend a total of 75'- 80' into Core Creek at a point where the creek averages 500' across.

Please note that original drawings are preferred and
only high quality copies will be accepted. Blue-line
prints or other larger plats are acceptable only if an
adequate number of quality copies are provided by
applicant. (Contact the U.S. Army Corps of
Engineers regarding that agency's use of larger
drawings.) A site or location map is a part of plat
requirements and it must be sufficiently detailed to
guide agency personnel unfamiliar with the area to the
