On behalf of MCB Camp Lejeune, I am pleased to submit the enclosed Fast Track Sewer System Extension
Application (FTA 04-16) and associated supporting documents for a new wastewater pumping station and
related force main required as part of the new drinking water treatment plant to be constructed aboard
MCB Camp Lejeune in Jacksonville.
The Base's existing Hadnot Point (potable) Water Treatment Plant (WTP)* currently discharges a combination
of domestic wastewater and water treatment residuals to the Base's existing wastewater col lectio.n..system
(WQCS 00015) before being treated at the existing MCB Camp Lejeune Advanced Wastewater Treatment
Plant (NC 0063029).
The new drinking water treatment plant will replace the existing Hadnot-Point WTP, which..wif1 be removed
from service. Similar to the current operations of the existing WTP to be replaced, the new WTTP will
discharge a combination of domestic wastewater and water treatment residuals to the Base's.collection
system before being treated at the existing WWTP.

No permit modifications for the existing MCB Camp Lejeune Advanced Wastewater Treatment Plant (NC
0063029) are required or sought as a result of the new drinking water treatment plant.
The requested permit action is related to the following:
® Below grade wastewater pump station located within the proposed WTP fence line, generally
consisting of two submersible pumps (one duty, one standby) with variable frequency drives,
concrete wetwell, concrete valve vault and associated instrumentation and controls, valves, piping
and appurtenances.
® Force main: 8-inch diameter; length: 3,100 linear feet; material: HDPE (DR-17)

Total Average Daily Flow for this specific request: 0.024 million gallons per day (mgd)
Number of homes served: None. Similar to the Base's existing potable water treatment plant being
replaced, proposed pump station and force main will discharge domestic wastewater from administrative
areas of new drinking water treatment plant and residuals from the drinking water treatment process.
Power Reliability: The proposed pump station will be located on the proposed drinking water treatment
plant site. Backup electrical power will be provided to the proposed pump station via a permanent 1.25 MW
diesel generator and automatic transfer switch.

Section VI GENERAL REQUIREMENTS

Is there a Pretreatment Program in effect? YES
Discussion: The residuals generated during the water treatment process are classified as "industrial
wastewater" in accordance with the definition provided in 15A NCAC 02T .0103 (20). However, the
receiving facility is federally owned, is not classified as a POTW, and is not required to have a
pretreatment permit.
Section IX SETBACKS AND SEPARATIONS

Top of slope of embankment or cuts of 2 feet or more vertical height = 10 feet separation required
Discussion: A portion of the proposed force main is located approximately 6 feet horizontally from the top
of slope of a proposed drainage swale. Due to site limitations, neither the subject pipeline nor the swale
can be moved to provide the required 10 feet separation.
However, per 15A NCAC 02T.0305(g), alternative compliance is provided via subsection (5) which reads:
"(5) For all other separations, materials, testing methods and acceptability standards meeting
water main standards (15A NCAC 18C) shall be specified."
Where the minimum separation from top of slope cannot be provided, the proposed force main will be
constructed of high -density polyethylene (HDPE) piping with butt -welded (thermally fused) joints meeting
the materials, testing methods, and acceptability standards meeting water main standards (15A NCAC
18C). The subject piping will also be installed, pressure tested, and leakage tested in accordance with
water main standards.
