The proposed project is a small family farm in rural Iredell County. There is a single- family residence and barn that currently exists. The project includes relocation and lengthening of one road crossing to gain better access across the perennial stream (CH 100) as well as construction of a farm pond on the same stream. The requested impacts include 130 linear feet of permanent perennial stream impacts (CH 100), 15 linear feet of temporary perennial stream impacts (CH 100), and 20 linear feet of permanent replacement and relocation stream impacts (CH 100). No wetland impacts are proposed. The permanent impacts include 10 linear feet at the road crossing, 80 linear feet for pond excavation, and 40 linear feet for pond dam culvert. The temporary impacts include 5 linear feet upstream of the pond and 10 linear feet downstream of the pond for de -watering during construction. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The current property usage is residental with a mixture of forested and cleared land. Explain the purpose of the proposed project: The purpose of the project is to relocate and lenghten an existing road crossing for better access and improved stream stability and to construct a pond to serve the farm. S1 will be the installation of 10 linear feet of culvert to the existing 20 linear feet of culvert for a more stable alignment for road access across the stream to the back of the property. The new culvert will be located upstream of the existing culvert. The stream will be restored where the current culvert is located. S2 will include 5 linear feet of stream impact for temporary dewatering during construction. Stream impact P1 includes 120 liner feet of for installation of the dam culvert and subsequent flooding. S3 includes 10 linear feet of stream impact for temporary dewatering during construction. Total stream impacts for the project are proposed to include 130 linear feet of new permanent stream impact, 15 linear feet of new temporary stream impact, and 20 linear feet of existing replacement stream impact. 4. Impact Justification and Mitigation 1. Avoidance and Minimization 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing project. The land owners contacted Atlas to walk the property to determine if Waters of the US existed on site. Once the Aquatic Resources Map was finalized Atlas worked with the land planner and the project engineer to minize impacts below 150 linear feet. The two linear wetlands have been avoided (100% of the wetlands on site). Permanent new stream impacts have been minimized to 130 linear feet. There is 816 linear feet of perennial stream on site so 84% of the stream has been avoided. The shape of the pond is not the most ideal but the shape and size pond was chosen to minimize stream impacts to 120 linear feet. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The existing culvert will be replaced and relocated upstream. The existing culvert is perched and the soil around the road crossing is eroding into the stream. The new culvert crossing will be buried and installed to allow aquatic life movement. Dewatering of the pond area will occur during construction in order to avoid downstream water quality issues. The dam slope has been designed to be the steepest slope that will be stable to minimize stream impacts. The shape of the pond avoids flooding impacts except those absolutely necessary in order to construct the pond. 2. Compensatory Mitigation for Impacts to Waters of the U.S. or Waters of the State 2a.
