This project will have 2 buildings, 209 parking spaces, access roads, walking paths, a stormwater pond, and utilities. The roadways will be cleared of vegetation and fill material will be brought to the site to level the area of disturbance. Utilities will be installed. The project engineer attempted to minimize wetland and stream impacts within the site when developing the site plan. However, jurisdictional ditches run through the middle of the site. Avoidance of these interior ditches would make the site unbuildable. The manmade ditches are maintained and do not provide faunal habitat. They currently transport agricultural runoff into nearby coastal waters. Filling these ditches and treating water via a stormwater plan will improve water quality. 1 b. Silt fencing will be used during construction to reduce sediment from eroding into jurisdictional areas. Retaining walls will be used to avoid perimeter ditches. 2. The NC Natural Heritage Program website was used to determine the presence of federally -listed species. No federally listed species are known to occur on the site, but the Atlantic Sturgeon and West Indian manatee are known to occur within one mile of the site, likely in the North River located east of the project area. The site is an agricultural field and does not appear to support appropriate habitat for any federally -protected species known to occur in the region. 6. The North River, which is located approximately 2,000 feet to the east of the site, is classified as EFH for Shrimp. A stormwater plan and sedimentation and erosion control plan will be prepared for this project. Therefore, no impacts to EFH are anticipated to occur from this project. 7.
