A short section of the creek is currently degraded and the southern stream bank has become unstable. Erosion has extended toward an existing duplex. The southern bank has migrated within a couple feet of the existing patios and an electrical transformer, and if left to continue, may compromise the structural integrity of the residences. Approximately 150 linear feet of the stream has been designated for bank stabilization. The proposed project will result in approximately 150 linear feet of permanent stream impacts (302 linear feet of total stream impacts) and 1,556 square feet of permanent buffer impacts (3,518 square feet of total buffer impacts). A majority of the impacts are temporary, and after construction the site will be returned to pre - construction conditions and will be replanted with appropriate vegetation. Portions of these units lie over flood prone soils, as identified by Wake County iMaps°. Figure 1: Gorman Crossings Site Map KINGS COURT STREAM BANK STABILIZATION PCN SUPPLEMENTAL ATTACHMENT 08/31/2018 Along the opposite stream bank, the City of Raleigh owns an undisturbed parcel, including a 50 feet Capital Area Greenway Easement. The contributing drainage area covers 1.32 square miles and is almost completely developed. The online USGS StreamStats application reports 97% developed urban land, of which, 28% is impervious. The developed urban land is a mixture of residential and commercial/industrial. Bushy Creek is classified by NCDEQ as a class C, nutrient sensitive stream within the Neuse river basin. Bushy Creek is subject to the Neuse River Buffer Rules. The degrading stream banks which require stabilization are adjacent to the townhome units, and are threatening the integrity of the townhome patios and a nearby pad -mounted transformer. Along the bank below the transformer, power lines have been exposed as soil has sloughed from the area. The banks have approached to within 5-8 feet of the infrastructures and display evidence of active erosion. The southern stream bank, adjacent to the townhomes, is occupied by mature trees including yellow -poplar, sweetgum, and river birch. Beneath the mature canopy, there is a sparse but diverse midstory which includes mulberry, ash, and persimmon. The understory is dominated by an assortment of native and invasive species including: multiflora rose, bush honeysuckle, greenbrier, blackberry, and privet. Grape vines, poison ivy, and Virginia creeper are also abundant throughout a mixture of vine species. This assortment of vines is strangling a few of the mature trees and threatening their health. Along the southern stream bank (owned by the City of Raleigh) kudzu is present, along with many of the same understory species listed above. There is significant evidence that falling/dead trees have negatively impacted the integrity of the stream bank, and the existing state of bank vegetation may need to be managed to ensure the long-term stabilization of the channel banks. Photos of the existing site conditions are included within Appendix C. B; 3D) PROJECT PURPOSE The purpose of the project is to stabilize a severely eroded stream bank. Continued erosion could jeopardize the condition of the nearby townhome, as well as pose a safety risk to the residents. The tops of actively eroding banks are visibly unstable and could fail if a live load is applied. The banks are steep and tall enough that falling down the channel could cause severe injury. The proposed improvements will be designed to reduce near bank stress and provide a stable channel section. In conjunction with conventional bank stabilization measures, a degraded/failing stormwater outfall will be rebuilt. As a secondary goal, the methods used for bank stabilization could provide improvements to habitat, water quality, and vegetative health and diversity. B; 3E) PROJECT AND EQUIPMENT The design will involve re -grading the channel banks, in conjunction with the installation of imbricated rock bank protection and rock vanes. These modifications will be confined to two separate sections of the stream measuring 95 LF and 55 LF respectively. The channel bed will be impacted to the minimum extent practicable, and restored to the pre -construction conditions. Temporary stream flow impacts will be unavoidable, as a pump -around system will need to be installed so that construction activity can occur in dry conditions. Construction access will require the temporary adjustment of the stream bank near the existing parking area (see KINGS COURT STREAM BANK STABILIZATION PCN SUPPLEMENTAL ATTACHMENT 08/31/2018 Figure 1; highlighted in red). Temporary impacts will total 152 linear feet. Within 7 days of completing construction requiring machinery, the stream bed will be returned to its pre - construction elevation, and material gradation. Salvaged bed material will be utilized and will be supplemented by new material only as needed. The stream banks will be stabilized using imbricated rock and a stable combination of slopes 0.5:1 or flatter). Imbricated rock will be placed up to 3-4 feet in height, only as needed to prevent the limits of grading from encroaching toward the townhome units. Due to the pattern of the existing stream alignment, and the height of the existing bank, three (3) rock vanes will be installed in conjunction with the imbricated rock. All rock will be designed and installed to withstand the shear stress within the channel, and to minimize the potential for unintended erosion. Additionally, an 18 inch CMP outfall, discharging untreated runoff, will be replaced in a stable location, and with the appropriate material during the bank stabilization construction. The outfall needs to be replaced due to maintenance concerns. The bottom of the existing pipe is corroded and failing. A sinkhole has appeared along the pipe alignment between the existing curb inlet and the stream bank. Additionally, replacement of the pipe will allow for an improved end condition, which will limit bank erosion and bed scour. The existing CMP is perched and extends, entirely exposed, approximately 10 feet out of the bank. Replacement of the CMP outfall will require removal of pavement, which will be replaced in kind. Two manholes will be added to facilitate horizontal and vertial relocation of the 18 inch pipe, which will result in a more stable outfall location and discharge angle. To the maximum extent practicable, small equipment (mini -excavators, etc.) will be utilized by the contractor, to minimize impacts to in-situ soil conditions and nearby tree roots. All heavy equipment, and delivery vehicles will remain in the paved parking area when possible. Q 1A) PROJECT, • MINIMIZE DESIGNED IMPACTS Environmental impacts will be limited to bank stabilization. No significant fill will be placed in the stream bed, aside from temporary stone/sandbags required for the pump -around. Any permanent material will be installed solely to return the bed to pre -construction conditions, with regards to material, elevation, and gradation. Minor modifications may be required to the toe of the bank slopes, as the banks are rebuilt. Aside from the installation of imbricated rock, modifications in bank geometry will also be minor, and will essentially return them to their original, stable locations, prior to bank erosion. The channel centerline and thalweg locations will not be modified, except as influence by the proposed rock vanes. The height of imbricated rock walls has been minimized, so that walls are only as tall as required to daylight the proposed stream banks at a stable slope. Additionally, the stream bank between the two bends targeted for stabilization will be left mostly undisturbed. The banks in this area are vegetated and fairly stable. The only activity designated for this area will be removal of invasive/aggressive plants which threaten the health of the overstory. This work will be done on foot to minimize impact to the stream bank and surrounding vegetation. D; 1B) PROJECT MINIMIZE CONSTRUCTION IMPACTS Methods of access and construction will be selected to minimize impacts to in situ soil conditions and to existing trees. Where feasible, existing vegetation will be maintained. Lightweight equipment will be used to prevent excessive soil compaction, and harm to existing root mass.
