You have requested to change the spillway on Pond No. 1 from concrete to an earthen spillway with a reinforced channel lining. Due to its location within the project, DWQ understands that there will not be dam safety concerns associated with this modification. Furthermore, the spillway is in approximately the same location as the original spillway, and all other parameters have not been changed. Therefore, DWQ will approve of this structural change to Stormwater Pond No. 1. All other structural stormwater BMPs approved by DWQ must be constructed as originally approved. This Modified Stormwater Management Plan will partially satisfy the stormwater conditions required by the Individual Water Quality Certification issued on May 9, 2006. You are required to meet the following conditions: The storm water treatment system, which includes the extended detention pond, preformed scour holes, and forested filter strips, as approved by this Office, and the drainage patterns depicted on the plan sheets, must be maintained in perpetuity. No changes to the structural storm water practices shall be made without written authorization from the Division of Water Quality. The storm water easements shall allow for the ability to maintain the structures, perform corrective actions, and shall provide protection of the structures from potential alternations by future property owners. 2. You must submit three (3) copies of an executed Declaration of Covenants and Restrictions- Riparian Areas document within thirty (30) days of recording with the Register of Deeds, Chatham County, North Carolina. 3. The spillway is proposed to be changed from a concrete spillway to an earthen spillway with re-enforced channel lining. The client is proposing to change the concrete spillway to an earthen spillway due to costs, structural integrity, and aesthetics. The spillway is in approximately the same location and will stay outside of the buffer, and have the same forested filter strip to outlet into. There are no other structural changes to the pond drainage area etc, it is a change in the spillway design. This submittal is Phase 1- MOD request Pond 1 and will be for (1) stormwater management facilities. REQUIRED ITEMS CHECKLIST The following checklist outlines design requirements per the Stormwater Best Management Practices Manual (N.C. Department of Environment, Health and Natural Resources, February 1999) and Administrative Code Section: 15 A NCAC 2H .1008. Removed sediment shall be disposed of in an appropriate manner and sliall be handled in a manner that will not adversely impact water quality (i.e. stockpiling near a wet detention basin or stream, etc.). Below is a summary of what is taking place: The approved spillway for WQ Pond #1 consisted of 30' concrete weir spillway structure (crest elevation = 413.60). This concrete structure served as the principal spillway outlet for the pond. The 1" runoff volume was captured by the pond and drawn down in 2-5 days through an orifice pipe that discharged into a preformed scour hole/level spreader. The proposed revisions to WQ Pond #1 resulted due to the desire by the client to reduce the cost of the principal spillway. The proposed revisions consist of removing the 30' concrete weir spillway structure and grading out the spillway area to be an earth spillway w/ a reinforced channel lining. The length of the spillway will increase to 50' due to grading out of the area, but the weir crest elevation will remain at the 413.60. The earth spillway will also serve as the principal spillway outlet for the pond, and the F runoff volume will be drawn down in 2-5 days through the same orifice pipe that then discharges into the preformed scour hole/level spreader. The design hydrology for the pond (i.e. drainage area, impervious, etc.) will not change from the approved design hydrology. However, the previously submitted and approved water quality calculations (i.e. 1" runoff volume, forebay volume, required normal pool surface area, drawdown time, etc.) will change a negligible amount due to the revised pond grading, but all outlet pipe sizes, inverts will remain the same. The pond is virtually the same as the approved design except we now have an earth principal spillway rather than a concrete principal spillway. REQUIRED ITEMS CHECKLIST The following checklist outlines design requirements per the Stormwater Best Management Practices Manual (N.C. Department of Environment, Health and Natural Resources, February 1999) and Administrative Code Section: 15 A NCAC 2H. 1008. WET DETENTION BASIN OPERATION AND MAINTENANCE AGREEMENT The wet detention basin system is defined as the wet detention basin, pretreatment including forebays and the vegetated filter if one is provided. Inspect the wet detention basin system for sediment accumulation, erosion, trash accumulation, vegetated cover, and general condition. b. Check and clear the orifice of any obstructions such that drawdown of the temporary pool occurs within 2 to 5 days as designed. 2. Repair eroded areas immediately, re-seed as necessary to maintain good vegetative cover, mow vegetative cover to maintain a maximum height of six inches, and remove trash as needed. 3. Inspect and repair the collection system (i.e. catch basins, piping, swales, riprap, etc.) quarterly to maintain proper functioning. 4. Remove accumulated sediment from the wet detention basin system semi-annually or when depth is reduced to 75% of the original design depth (see diagram below). Removed sediment shall be disposed of in an appropriate manner and shall be handled in a manner that will not adversely impact water quality (i.e. stockpiling near a wet detention basin or stream, etc.). The measuring device used to determine the sediment elevation shall be such that it will give an accurate depth reading and not readily penetrate into accumulated sediments. When the permanent pool depth reads 4.5 feet in the main pond, the sediment shall be removed. When the pennanent pool depth reads +5 feet in the forebay, the sediment shall be removed.
