I Stephanie Brixey certify to the best of my knowledge that the addition of
the volume of wastewater to be permitted in this project has been evaluated along the route to the
receiving wastewater treatment facility and that the flow from this project is not anticipated to
cause any capacity related sanitary sewer overflows or overburden any downstream pump station
en route to the receiving treatment plant under normal circumstances, given the implementation of
the planned improvements identified in the planning assessment where applicable. This analysis
has been performed in accordance with local established policies and procedures using the best
available data. This certification applies to those items listed above in Sections I and II plus all
attached planning assessment addendums for which I am the responsible party. Signature of this
form indicates acceptance of this wastewater flow.

I do not have a firm date yet on the 200 HP pumps.The bids are due on 6/28.The contractor will have 240 days from the
notice to proceed to reach substantial completion.So, we are looking at 8—10 months out before the two additional
pumps are installed and operational.The pumps have a lead time of about 6 months.
As for the timeline with the upcoming projects, I'm unsure. I will have to check with the developers. I'll make sure to
include a letter outlining the situation for all sewer extension permits tributary to the Stirrup Iron Pump Station.

Would the Firm Capacity be the capacity with the largest pump out of service? Is this ok even with the bypass pump?
In the event it shows that we have negative capacity at the station,will it be ok to submit FTSE applications showing the
negative number as we are in the process of adding two additional 200 HP pumps(WQ0039913)? i.e.Will they be
approved,even if conditional?

PLANNING ASSESSMENT ADDENDUM (PAA)
Submit a planning assessment addendum for each pump station listed in Section II where Available
Capacity is<0.

Given that:
a. The proportion and amount of Obligated,Not Yet Tributary Daily Flow(C)accounts for
24.3 %and 0.344 MGD of the Available Capacity(E)in Pump Station
Stirrup Iron Creek ; and that
b. The rate of activation of this obligated,not yet tributary capacity is currently approximately
0.10 MGD per year; and that
c. A funded Capital Project that will provide the required planned capacity, namely
IFB 18-029: Stirrup Iron Creek Lift Station is in design or under construction with
Capacity Improvements(WQ0039913)
planned completion in May 2019 ; and/or
d. The following applies:
See email chain between Kyle Manning(Durham County)and Jason Robinson(DEQ)
concerning two pump failures at the station.The current firm capacity is based upon the
160 hp bypass pump being in operation with the 70 hp pump.
Once the capital project is completed, the firm capacity will be 6.5 MGD.
Therefore:
Given reasonably expected conditions and planning information, there is sufficient justification to
allow this flow to be permitted, without a significant likelihood of over-allocating capacity in the
system infrastructure.
I understand that this does not relieve the collection system owner from complying with G.S. 143-
215.67(a) which prohibits the introduction of any waste in excess of the capacity of the waste
disposal system.

The referenced site is located to the east of the intersection of Crown Parkway and
Jessip Street. The project includes the construction of a sanitary sewer extension
consisting of 8" PVC mains to serve a residential townhome community of 46
units. Assuming 360 gal;`unit/day per NCDENR Division of Water Quality 02T
Standards, the Bows generated by the project are 16,560 galiday.
