PROJECT DESCRIPTION: The project site is located at 5822 Greenville Loop Road, adjacent to I Iewlctts Crock. The site is located within the City of Wilmington in Ncw 1-1anoycl' County. To locate the property from Oleander Ur. (NC: I lighwa? 17), turn onto Greenville Loop Road and travel west past Bradley Creck Elementary School approximately 1.4 miles. Turn left onto Alford Lane next to Greenville Loop Seafood. 'file road will terminate in the driveway of the property of interest. The lot is approximately 4.3 acres with approximately 25 r of shoreline frontage. The lots a\ rragc 10-15 feet above mean sea level and the shoreline is currently stabilized by vegetation. 1 lighground vegetation consists of lawn grasses and hardwood species including: Oak, Holly, Nlaple, and Pine. Lxistino structures on the property consist ofan abandoned Angle family home. Located on the eastern end ofthe property are an existing private pier, platlorm and floating dock, which extend approxinmtefy 280' into I-lcwlctts Creek. Located on the \\cstcrn side riparian area arc remnant pilings Man old commercial pia that was historically used to unload I i.';hin, Wsscls fior the Allord fish market located on Greenville Loop Rd. Waterward ofthe upland vegetation is an any olnhigh marsh consisting of mixed coastal wetlands and' 404 type" vegetation, which includes Marsh Elder (Ho f itlc, scens), Grounsel-bush (Bacclrurns haliinifolicr), Seaside Golden Rod (Sulirlcg scamWervirens L.), Mix Myrtle (;1l xka cwYAw L.), Spike Grass (Dis[ichlis Ndca u) and Black Neecilerush (Jtuncns ruemel-ic mts). The property transitions from high marsh to low marsh in an area approximately 225 fcct We towards 11cwlc"s ('reel:, consisting primarily of Smooth Cordgma (Sjmnhw ctuwWoru). \\ aterward of the low marsh arc several areas of oyster reels visible in the mud flat at low water. The Wilmington/New Hanover County Land Use flan classifies adjacent wafers as Conservation, and the adjacent high ground portion of the project area as Resource Protection. The waters of I Icwlct1s Creek are classif ic(I Sit by the Division of Walor Quality. They are dis ignatcd as a Primary Nursery Area (PNA) by the N.C. Dig ishm of Marine I-ishcries and they are CLOSED to the harvest ofshellfish. PROPOSI;1) PIZO.IECf: "file applicant proposes the construction of a private community pier and floating dock to provide acans to I ICWIClts Creels. The pier would extend approximately 270' waterward of'Normal I Iigh Water (NI IMI) and approximately 10' beyond the marsh at its' closest location of the property. Portions of the access pier would be located alonu, the aliunment of the remnant pilings of the co(nmcirchl pier. The pier woulcl terminate into an access ramp to a 60' in InigM by 5' in width lloating clock, which would run parallel to the shoreline in an :n:,tcrly direction. 'File application states that the floating dock would be conm-uctccl to remain Bud 12.. Am c the substrate, which would allow the structure to Float at higher titles. "file applicant proposes to accoirliiieulatc Dour (4) vessels at the proposed Structure. '['his structure, along with the existing SWIXIMC on the COMM aLWd of We property ss0uld provide docking space for up to six (() vessels total The attached riparian survey elated September 25, 2006 indicates that the existing water depth Rom the shoreline to the proposed floating clocks location ranee From approximately-0.5' to AN at Mean Low Water (MLW). The application also states that the pi oposed pier would provide access to the three existing lots on the property and that a 75' in length by 10' in width e:aseincnt would be deeded over to the We As upon approval of the application for the proposed docking facility (Sce Riparian Survey). 10. ANTICIPATED 111PACI'S The proposed pier system construction would kworpot;tte an additional 300 s(1. h. o1 I:sluarinc Watc, : ; akl Pubic Trust urea and would result in the shading 01'990 Sy. The proposed pier would extend approximately 130 lect into a wat"'I hodv which mCasurCS approximately 783 feet across, which would conform with the 1/4 width rule and Mc established pier lenohs. Due to the limited antottnt of water, approximately-18' l0 -2.0' (NIL\V) at this location its I IewIctis Crock, there will be potential for bottom disturbance and displacement of the suhstrate -kicking" by ,easel propellers to access the channel of the creek.
