The Wilmington Regional Office received your application for a CAMA Major Permit from the Division
of Coastal Management on October 18, 2006. The impacts proposed are for replacing an existing pier,
removal of 122 linear feet of bulkhead and replacing it with 122 linear feet of rip rap as described in your
application. This Certification can also be found on line at:

proposed under General Water Quality Certification (WQC) # 3490 (enclosed). This Certification
allows you to use the CAINIA Major Perinit when the Division of Coastal Management issues it.
Written concurrence from the Division of Water Quality (DWQ) is not required provided that you can
meet all of the conditions of the General Water Quality Certification.
If at anytime during construction of your project you determine that you cannot meet these conditions or
if there are any additional impacts to wetlands or water quality not described in your application,

McDavid Associates,. Inc.., on behalf of The Town of Morehead City (C/O R. Randy
Martin), submitted the attached application on 11 October 2006 to be processed as a
CAMA Major permit, for the redevelopment of the Newport River Public Access site. The
project site is located on Radio Island between the existing diked deposal area and US 70
at the end of SR 1632 on the Newport River in the Town of Morehead City in Carteret
County, North Carolina.
In 1986, Carteret County received a Public Access Grant from the Division of
Coastal Management to create the Nowrport River Public Access Site and Pier on land
owned by the State of North Carolina on R,,dio IsInrld. The County obtained a lease from
the State for the site and devclopec the pu'Olic acces,> site. The To?rn of Mon-head City
annexed the area in 2002 into the c:ri_?arate city of I'vtorehead s-ity and in 2003 the
lease agreement was transferred fro n the County to the 'l-own of Morehead City.
The site is a 5.2-acre tract with an asphalt parking area, a wooden boardwalk
access with bathroom facilities, a 6' wide by ±100' long fishing pier, arid 337' of bulkhead.
Vegetation onsite is mowed upland grass with pennywort and several cedar and wax myrtle
around the parking lot. The area immediately landward of the bulkhead is a 20' wide berm
vegetated with upland grasses, seaoats, and you begin to pickup Phragmities sp-. on the
backside of the berm. North of the existing wooden access where it connects to the pier
and landward of the berm, the area forms a lour pocket dominated by Phragmities sp.
The site is bordered on the downstream (south) side by US 70 and on the upstream
(north) side by a diked disposal area. The site varies from 0 to '13' ahove the normal high
water level (NHW). The Newport River in this area is classified SA-HOW by the
Environmental Management Commission and is open to shellfishing.
Project description
The Town of Morehead City proposes to upgrade the existing public access facility
by removing the 6' by ±100' pier and replacing it with a 300' long pier. The new pier will
have a width of 6' for the first 75' from land, then transition to a 12' width for 180', and then
a 16' width for the remaining 45'. The increasing vdidths are to provide a more usable area
for public fishing with handicap accessibility at the access site. The wooden access from
the paved parking area to the pier will be replaced with a 6' wide by 135' long wooden
access in a more user friendly alignment. A 18.75' by 14.4' observation platform is also
proposed on the wooden access 30' landward of the normal high water level. The existing
bathroom facility will remain with no chang. s olhar than the new vuoderl access to the
facility.

±1,207.8 ft2 (±488 ft2 below the NHW). The spoil resulting from the sloping of tile riprap
area will be placed landward of the 30' buffer line in the area of the new wooden access
and platform and cover ±2,800 ft2.
Anticipated impacts
Tho project as proposed will result in the filling of ±488 ft2 of river bottom associated
with the installation of the riprap. Approximately 3,228.3 ft2 of river boitoni will be shaded
by the construction of the pier. The project will rcault ill localised turbidity as a result of the
installation of the riprap. A total of ±3,519.8 ft= of uplands will he disturbed as a result of
the development activities.

The project involves the construction of a new pier extending 300 LF beyond the mean high water
mark into the Newport River. The width of the pier will vary from 6-16 feet. Handicap access, public
access and safety were the primary factors that contributed towards the idea of widening the pier. The
site of the project is on the north side of US 70 immediately east of the Morehead City - Beaufort high-
rise bridge over the Newport River. The site is owned by the State and leased to the Town. The project
also involves the removal of the existing timber pier, walkway and approximately 122 LF of the

bulkhead. The removed portion of the bulkhead will be replaced with Class II rip-rap and #467 stone to
provide shoreline protection. The project will cost approximately $300,000 and require three months
for construction.
