Lloyd C. Bowden, Jr. Paae 2 PROJECT DESCRIPTION: The project site is located at 841 Shinn Point Road, adjacent to Shinn Creel: located in the City of Wilmington, New Hanover County. To locate the property from Oleander Dr. (NC Highwayl7), turn onto Greenville Loop Road and travel approximately 0.6 miles. Turn left onto Shinnwood Road and travel approximately 0.2 miles east. Turn right onto Shinn Point Road and continue until you reach the property of interest on the left just before the cul-de-sac. The lot currently contains a single-family residence and is approximately 0.5 acres with approximately 11 V of shoreline frontage. The lots average 3-6 feet above mean sea level and a new vinyl bulkhead stabilizes the shoreline. Highground vegetation consists of Pine, lawn grasses and ornamental landscaping. There are currently no coastal wetlands on the property or adjacent to the existing bulkhead. Extended from the bulkhead is a 6' in length by 8' in width platform and gangway ramp, which then leads into a 12' in length by 10' in width floating dock parallel to the shoreline. The floating dock turns 90° towards the shoreline a distance of 21' in length by 8' in width, creating a "L-shaped" configuration. Located on the western side of this floating dock is a 14' in length by 14' in width boatlift. The existing docking facility accommodates two vessels. The Wilmington/New Hanover County Land Use Plan classifies adjacent waters as Conservation, and the adjacent higli ground portion of the project area as Resource Protection. The waters of Shinn Creel: Canal are classified SA by the Division of Water Quality. They are designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes to install two floating jet docks at an existing private docking facility adjacent to Shinn Creek Canal. Both floating jet docks would be located side-by-side on the eastern side of the existing 12' in length by 10' in width floating dock. Dimensions of the floating jet docks would be 10'-5' in length by 7' in \width and 9'-8" in leiluth by 5'-4" in width, respectively. The application states that the proposed structures \would provide docking space for an additional two (2) vessels. 10. ANTICIPATED IMPACTS: The proposed floating jet docks would incorporate an additional 122 sq. ft. of Estuarine Waters and Pubic Trust Area. The proposed floating docks would extend approximately 25 feet into a waterbody, which measures approximately 82.5 feet across, which would not conform With the 1/4 Width rule. However, the structures would be located between longer piers within 200' of the applicants property line and not exceed the established pier length or the 1/3 width of the adjacent waterbody.
