GENERAL INFORMATION
PROJECT DESCRIPTION
DUKE ENERGY WILL BE GRADING THE PROPOSED ORCHARD TIE RETAIL PROPERTY TO BUILD A 230-100kV
SUBSTATION. TO ACCOMPLISH THE PROPOSED GRADING DUKE ENERGY WILL CLEAR AND GRUB A LARGE
WOODED AREA, INSTALL SILT FENCING, INSTALL BERMS, SPCC MEASURES, AND TWO WET STORMWATER
PONDS.
( OTHER INFORMATION
ALL SITE WORK SHALL CONFORM TO APPLICABLE LOCAL, STATE, AND FEDERAL LAWS, REGULATIONS,
PERMITS, AND DUKE STANDARD PRACTICES. ALL CONDITIONS OF PERMITTING SHALL BE FOLLOWED AND
AND BE CONSIDERED PART OF THE CONTRACT. THE CONTRACTOR SHALL BE RESPONSIBLE FOR
FOLLOWING ALL REQUIREMENTS AS OUTLINED IN THIS PACKAGE.
SITE IMPROVEMENT AND GRADING REQUIREMENTS
THE CONTRACTOR SHALL MAINTAIN PUBLIC RIGHTS -OF -WAY IN A CLEAN, SAFE, AND USEABLE
CONDITION. SPILLS OF SOIL, ROCK, OR OTHER CONSTRUCTION DEBRIS SHALL BE REMOVED FROM THE
PUBLIC PROPERTY DURING CONSTRUCTION AND UPON COMPLETION OF THE PROJECT.
CONSTRUCTION SHALL BE STOPPED IF CULTURAL RESOURCES ARE SUSPECTED. IF SIGNS OF AN
ARCHAELOGICAL SITE, SUCH AS UNUSUAL AMOUNTS OF STONE, BONE, OR SHELL ARE UNCOVERED
DURING CONSTRUCTION ACTIVITIES, WORK SHALL BE HALTED WITHIN 100 FEET OF THE FIND. A QUALIFIED
ARCHAEOLOGIST SHALL BE RETAINED FOR AN ON -SITE EVALUATION.
CONSTRUCTION SHALL BE STOPPED AND THE LOCAL FIRE DEPARTMENT CONTACTED IMMEDIATELY IF
HAZARDOUS MATERIALS, OR WHAT APPEARS TO BE HAZARDOUS MATERIALS ARE UNCOVERED DURING
GRADING OPERATIONS. THE AREA CONTAINING THE HAZARDOUS MATERIALS SHALL BE MARKED OFF UNTIL
A MEMBER OF THE FIRE DEPARTMENT CONDUCTS AN INVESTIGATION.

INSTALL ALL EROSION CONTROL MEASURES (SILT FENCE AND CONSTRUCTION ENTRANCE) PRIOR TO
START OF CONSTRUCTION.

TRANSMISSION LINE CLEARING 17.34 ACRES
TOTAL APPROXIMATELY 45.12 ACRES.
THE SUBSTATION WILL FENCE APPROXIMATELY 13.26 ACRES.

NUMBER 371O3627000J, EFFECTIVE SEPTEMBER 9, 2007.
3. THE CONTRACTOR MUST TAKE NECESSARY ACTION TO MINIMIZE THE TRACKING OF MUD
ONTO PAVED ROADWAY(S) FROM CONSTRUCTION AREAS AND THE GENERATION OF DUST.
THE CONTRACTOR SHALL DAILY REMOVE MUD/SOIL FROM PAVEMENT IMMEDIATELY.
4. ALL WATERS OF THE STATE (WOS), INCLUDING WETLANDS, ARE TO BE FLAGGED OR
OTHERWISE CLEARLY MARKED IN THE FIELD. A DOUBLE ROW OF SEDIMENT TUBE IS TO BE
INSTALLED IN ALL AREAS WHERE A 30-FOOT AND/OR 50-FOOT BUFFER CAN'T BE
MAINTAINED BETWEEN THE DISTURBED AREA AND ALL WOS. A MINIMUM 10-FOOT BUFFER
SHOULD BE MAINTAINED BETWEEN THE LAST ROW OF SILT FENCE AND ALL WOS.
5. A COPY OF THE SWPPP, INSPECTIONS RECORDS, AND RAINFALL DATA MUST BE RETAINED
AT THE CONSTRUCTION SITE OR A NEARBY LOCATION EASILY ACCESSIBLE DURING
NORMAL BUSINESS HOURS, FROM THE DATE OF COMMENCEMENT OF CONSTRUCTION
ACTIVITIES TO THE DATE THAT FINAL STABILIZATION IS REACHED.
6. IF EXISTING BMP'S NEED TO BE MODIFIED OR IF ADDITIONAL BMP'S ARE NECESSARY TO
COMPLY WITH THE REQUIREMENTS OF THIS PERMIT AND/OR NC'S WATER QUALITY
STANDARDS, IMPLEMENTATION MUST BE COMPLETED BEFORE THE NEXT STORM EVENT
WHENEVER PRACTICABLE. IF IMPLEMENTATION BEFORE THE NEXT STORM EVENT IS
IMPRACTICABLE, THE SITUATION MUST BE DOCUMENTED IN THE SWPPP AND ALTERNATIVE
STORM WATER QUALITY CONTROL MEASURES MUST BE IMPLEMENTED AS SOON AS
REASONABLY POSSIBLE.
7. A PRE -CONSTRUCTION CONFERENCE MUST BE HELD FOR THE CONSTRUCTION SITE WITH
AN APPROVED ON -SITE SWPPP PRIOR TO THE IMPLEMENTATION OF CONSTRUCTION
ACTIVITIES.
8. IF NECESSARY, SLOPES, WHICH EXCEED EIGHT (8) VERTICAL FEET SHOULD BE STABILZED
WITH SYNTHETIC OR VEGETATIVE MATS, IN ADDITION TO HYDROSEEDING. IT MAY BE
NECESSARY TO INSTALL TEMPORARY SLOPE DRAINS DURING CONSTRUCTION. TEMPORARY
BERMS MAY BE NEEDED UNTIL THE SLOPE IS BROUGHT TO GRADE.
9. STABILIZATION MEASURES SHALL BE INITIATED AS SOON AS PRACTICABLE IN PORTIONS
OF THE SITE WHERE CONSTRUCTION ACTIVITIES HAVE TEMPORARILY OR PERMANENTLY
CEASED, BUT IN NO CASE MORE THAN FOURTEEN DAYS AFTER WORK HAS CEASED
EXCEPT AS STATED BELOW.
* WHERE STABILIZATION BY THE 14TH DAY IS PRECLUDED BY SNOW COVER OR FROZEN
GROUND CONDITIONS STABILIZATION MEASURES MUST BE INITIATED AS SOON AS
PRACTICABLE.
* WHERE CONSTRUCTION ACTIVITY ON A PORTION OF THE SITE IS TEMPORARILY CEASED,
AND EARTH -DISTURBING ACTIVITIES WILL BE RESUMED WITHIN 14 DAYS, TEMPORARY
STABILIZATION MEASURES DO NOT HAVE TO BE INITIATED ON THAT PORTION OF THE
SITE.
10. ALL SEDIMENT AND EROSION CONTROL DEVICES SHALL BE INSPECTED ONCE EVERY
CALENDAR WEEK OR AFTER A RAIN EVENT PRODUCING I" OR GREATER PRECIPITATION. IF
PERIODIC INSPECTION OR OTHER INFORMATION INDICATES THAT A BMP HAS BEEN
INAPPROPRIATELY OR INCORRECTLY INSTALLED THE PERMITTEE MUST ADDRESS THE
NECESSARY REPLACEMENT OR MODIFICATION REQUIRED TO CORRECT THE BMP WITHIN 48
HOURS OF IDENTIFICATION.
11. PROVIDE SILT FENCE AND/OR OTHER CONTROL DEVICES, AS MAY BE REQUIRED, TO
CONTROL SOIL EROSION DURING UTILITY CONSTRUCTION. ALL DISTURBED AREAS SHALL BE
CLEANED, GRADED, AND STABILIZED WITH GRASSING IMMEDIATELY AFTER THE UTILITY
INSTALLATION. FILL, COVER, AND TEMPORARY SEEDING AT THE END OF EACH DAY ARE
RECOMMENDED. IF WATER IS ENCOUNTERED WHILE TRENCHING,THE WATER SHOULD BE
FILTERED TO REMOVE SEDIMENT BEFORE BEING PUMPED BACK INTO ANY WATERS OF THE
STATE.
12. ALL EROSION CONTROL DEVICES SHALL BE PROPERLY MAINTAINED DURING ALL PHASES
OF CONSTRUCTION UNTIL THE COMPLETION OF ALL CONSTRUCTION ACTIVITIES AND ALL
DISTURBED AREAS HAVE BEEN STABILIZED. ADDITIONAL CONTROL DEVICES MAY BE
REQUIRED DURING CONSTRUCTION IN ORDER TO CONTROL EROSION AND/OR OFFSITE
SEDIMENTATION. ALL TEMPORARY CONTROL DEVICES SHALL BE REMOVED ONCE
CONSTRUCTION IS COMPLETE AND THE SITE IS STABILZED.
13. TEMPORARY DIVERSION BERMS AND/OR DITCHES WILL BE PROVIDED AS NEEDED DURING
CONSTRUCTION TO PROTECT WORK AREAS FROM UPSLOPE RUNOFF AND/OR TO DIVERT
SEDIMENT -LADEN WATER TO APPROPRIATE TRAPS OR STABLE OUTLETS.
14. LITTER, CONSTRUCTION DEBRIS, OILS, FUELS, AND BUILDING PRODUCTS WITH SIGNIFICANT
POTENTIAL FOR IMPACT (SUCH AS STOCKPILES OF FRESHLY TREATED LUMBER) AND
CONSTRUCTION CHEMICALS THAT COULD BE EXPOSED TO STORM WATER MUST BE
PREVENTED FROM BECOMING A POLLUTANT SOURCE IN STORM WATER DISCHARGES.
15. INITIATE STABILIZATION MEASURES ON ANY EXPOSED STEEP SLOPE (3H:1 V OR GREATER)
WHERE LAND -DISTURBING ACTIVITIES HAVE PERMANENTLY OR TEMPORARILY CEASED, AND
WILL NOT RESUME FOR A PERIOD OF 7 CALENDAR DAYS.
16. MINIMIZE SOIL COMPACTION AND, UNLESS INFEASIBLE, PRESERVE TOPSOIL. TOPSOIL
PRESERVATION SHOULD BE ON- SITE WITH PROPER SEDIMENT/EROSION CONTROLS.
RECOMMENDED STOCK PILING LOCATION WITH DETAILS ARE SHOWN IN DESIGN DOCUMENTS.
17. PREVENT THE DISCHARGE OF POLLUTANTS FROM EQUIPMENT AND VEHICLE WASHING,
WHEEL WASH WATER, AND OTHER WASH WATERS. WASH WATERS MUST BE TREATED IN A
SEDIMENT BASIN OR ALTERNATIVE CONTROL THAT PROVIDES EQUIVALENT OR BETTER
TREATMENT PRIOR TO DISCHARGE;
18. PREVENT THE DISCHARGE OF POLLUTANTS FROM DE -WATERING OF TRENCHES AND
EXCAVATED AREAS. THESE DISCHARGES ARE TO BE ROUTED THROUGH APPROPRIATE
BMP'S (SEDIMENT BASIN, FILTER BAG, ETC.).
19. THE FOLLOWING DISCHARGES FROM THE SITE ARE PROHIBITED:
WASTEWATER FROM WASHOUT OF CONCRETE, UNLESS MANAGED BY AN APPROPRIATE
CONTROL (SUCH AS A CONCRETE WASHOUT PIT);
WASTEWATER FROM WASHOUT AND CLEANOUT OF STUCCO, PAINT, FORM RELEASE OILS,
CURING COMPOUNDS AND OTHER CONSTRUCTION MATERIALS;
FUELS, OILS, OR OTHER POLLUTANTS USED IN VEHICLE AND EQUIPMENT OPERATION AND
MAINTENANCE; SOAPS OR SOLVENTS USED IN VEHICLE AND EQUIPMENT WASHING.
20. AFTER CONSTRUCTION ACTIVITIES BEGIN, SWPPP INSPECTIONS MUST BE CONDUCTED AT A
MINIMUM OF AT LEAST ONCE EVERY CALENDAR WEEK AND MUST BE CONDUCTED UNTIL
FINAL STABILIZATION IS REACHED ON ALL AREAS OF THE CONSTRUCTION SITE.
ALL REQUIRED INSPECTIONS AND TEST SHALL BE PERFORMED BY A QUALIFIED AND APPROVED
TESTING AND INSPECTION AGENCY. COPIES OF ALL INSPECTION AND TEST REPORTS SHALL BE
FURNISHED TO THE DUKE SUBSTATION ENGINEER. ONE SET OF INSPECTION REPORTS SHALL BE
KEPT ON SITE.
PROPOSED SCHEDULE OF EVENTS AND
CONSTRUCTION SEQUENCE
1. OBTAIN EROSION CONTROL PLAN APPROVAL AND OTHER APPLICABLE PERMITS.
2. NOTIFY THE NORTH CAROLINA DEPARTMENT OF ENVIRONMENTAL QUALITY- MOORESVILLE REGIONAL
OFFICE (704-663-1699) AT LEAST 48 HOURS PRIOR TO BEGINNING SITE DISTURBANCE ACTIVITIES.
3. MARK AND IDENTIFY CLEARING LIMITS, STREAM BUFFER LIMITS THAT MUST BE MAINTAINED AND
DELINEATE WETLANDS TO BE PROTECTED.
4. INSTALL ALL EROSION AND SEDIMENT CONTROLS PRIOR TO BEGINNING THE PROJECT ACTIVITIES IN
ACCORDANCE WITH THE NORTH CAROLINA EROSION AND SEDIMENT CONTROL PLANNING AND DESIGN
MANUAL (LATEST EDITION).
a.TEMPORARY SEDIMENT BARRIERS (I.E., SEDIMENT FENCING) SHALL BE INSTALLED DOWN SLOPE OF
DISTURBED AREAS AND ALONG THE PERIMETER OF THE TOPSOIL STOCKPILE AREA.
b.LAND-DISTURBING ACTIVITY AT THE PROJECT SITE SHALL BEGIN WITH THE INSTALLATION OF THE
CONSTRUCTION ENTRANCE/EXIT(S) AS NECESSARY.
c. EROSION AND SEDIMENT CONTROLS WILL BE MAINTAINED ON A DAILY BASIS THROUGHOUT THE
CONSTRUCTION PROJECT.
d.INSPECT ALL EROSION CONTROL DEVICES AT WEEKLY INTERVALS AND AFTER EVERY RAINFALL
EXCEEDING �/" TO VERIFY THAT THEY ARE FUNCTIONING PROPERLY.
5. CLEARING WORK NECESSARY FOR EROSION CONTROL MEASURES AND CLEAN WATER DIVERSIONS.

TRANSMISSION LINE INSTALLATION. CLEARING FOR THE SUBSTATION GRADING WILL INCLUDE TREE
REMOVAL, GRUBBING, AND TOPSOIL REMOVAL. CLEARING FOR THE TRANSMISSION LINES WILL
CONSIST OF TREE CUTTING, BUT NO GRUBBING OR TOPSOIL REMOVAL. CLEARING WITHOUT
GRUBBING MAY OCCUR UNTIL THE NCDEQ STORMWATER PERMIT IS OBTAINED.
6. INSTALLATION OF TEMPORARY DIVERSIONS, SEDIMENT TRAP #1, SKIMMER BASINS #1 & #2, AND
THE EAST AND WEST SEDIMENT BASINS. THIS INCLUDES OUTLET STRUCTURES AND ENERGY
DISSIPATER DEVICES.
7. SEDIMENT BASINS SHOULD BE STABILIZED IMMEDIATELY AFTER INSTALLATION INCLUDING THE SIDE
EMBANKMENTS. TEMPORARY DIVERSION CHANNELS THAT WILL STAY IN PLACE LONGER THAN 30
WORKING DAYS SHOULD BE SEEDED AND MULCHED AS SOON AS THEY ARE CONSTRUCTED TO
PRESERVE DIKE HEIGHT AND REDUCE MAINTENANCE.
8. CLEAR AND GRUB REMAINING AREAS OF THE SITE.
9. SUBSTATION EARTHWORK AND ACCESS ROADS, INCLUDING EXCAVATION, FILL, AND GRADING.
GRADING SHOULD BE PERFORMED IN A WAY THAT MAINTAINS DRAINAGE OF DISTURBED AREAS TO
THE SEDIMENT BASINS.
10. UPON COMPLETION OF CLEARING AND GRADING, STABILIZE ALL SURFACES FOR PERMANENT
VEGETATION, INCLUDING SLOPES AND DISTURBED AREAS WITHIN 7 TO 14 CALENDAR DAYS AS
NOTED ON THE PLANS.
11. ONCE SUBGRADE FOR THE STATION YARD IS ACHIEVED THE INSTALLATION OF YARD DRAINAGE
FEATURES (CATCH BASINS, DRAIN LINES, AND OIL/WATER SEPARATORS) WILL BE INSTALLED ALONG
WITH A THIN LAYER (APPROXIMATELY 2 INCHES THICK) OF STONE TO STABILIZE THE YARD AREA.
12. PRIOR TO COMPLETION OF INSTALLATION OF STORM DRAINAGE SYSTEM ON THE EAST SIDE OF THE
YARD, THE DRAINAGE CHANNEL CONVEYING STORMWATER TO THE EAST BASIN SHALL BE
CONSTRUCTED AND STABILIZED WITH RIPRAP.
13. AFTER THE YARD DRAINAGE FEATURES ARE FINISHED, INLET PROTECTION DEVICES SHOULD BE
INSTALLED.
14. HOLD UNTIL NCDEQ STORMWATER PERMIT IS OBTAINED.
15. INSTALL SUBSTATION ACCESS ROADS WITH CRUSHER RUN TYPE GRAVEL WITH ALL REQUIRED

ESTABLISHING VEGETATION
GENERAL REQUIREMENTS:
THE WORK INCLUDES SEEDBED PREPARATION, LIMING, FERTILIZING, SEEDING, AND MULCHING
DISTURBED AREAS.
MATERIALS:
A. LIME IS NOT REQUIRED FOR TEMPORARY SEEDING UNLESS A SOIL TEST SHOWS THAT THE
SOIL PH IS BELOW 5.0. IT MAY BE DESIRABLE TO APPLY LIME DURING THE TEMPORARY
SEEDING OPERATION TO BENEFIT THE LONG-TERM PERMANENT SEEDING. APPLY A MINIMUM
OF 1.5 TONS OF LIME/ACRE (70 LBS./1000 FT 2) WHEN USED.
B. APPLY A MINIMUM OF 500 POUNDS PER ACRE OF 10-10-10 FERTILIZER (11.5 POUNDS
PER 1000 SQUARE FEET) OR EQUIVALENT DURING TEMPORARY SEEDING UNLESS A SOIL
TEST INDICATES A DIFFERENT REQUIREMENT. INCORPORATE FERTILIZER AND LIME (IF USED)
INTO THE TOP 4-6 INCHES OF THE SOIL BY DISKING OR OTHER MEANS WHERE
CONDITIONS ALLOW.
C. SEED SELECTION IS BASED ON GEOGRAPHICAL LOCATION, SOIL TYPE AND THE SEASON OF
THE YEAR IN WHICH THE PLANTING IS TO BE DONE. IF A FAST GROWING CROP TO NURSE
THE PERMANENT SPECIE OR SPECIES IS REQUIRED, THEN USE THE MIX RATE. FAILURE TO
CAREFULLY FOLLOW AGRONOMIC RECOMMENDATIONS RESULTS IN AN INADEQUATE STAND
OF TEMPORARY VEGETATION THAT PROVIDES LITTLE OR NO EROSION CONTROL.
D. USE MULCH WITH TEMPORARY SEED APPLICATIONS TO RETAIN SOIL MOISTURE AND REDUCE
EROSION DURING THE ESTABLISHMENT OF VEGETATION. TYPICAL MULCH APPLICATIONS
INCLUDE STRAW, WOOD FIBER, HYDROMULCHES, BFM AND FGM. USE HYDROMULCHES WITH
A MINIMUM BLEND OF 70% WOOD FIBERS.
E. MULCH COMPRISED OF WOODCHIPS SHALL HAVE NITROGEN FERTILIZER ADDED TO PROVENT
NITROGEN DEPLETION OF THE SOIL.
PREPARATION OF SEEDBED:
LOOSEN THE SOIL SURFACE BEFORE BROADCASTING THE SEED. APPLY SEED EVENLY BY THE
MOST CONVENIENT METHOD AVAILABLE FOR THE TYPE OF SEED USED AND THE LOCATION OF
THE TEMPORARY SEEDING. TYPICAL APPLICATION METHODS INCLUDE BUT ARE NOT LIMITED TO
CYCLONE SEEDERS, ROTARY SPREADERS, DROP SPREADERS, BROADCAST SPREADERS, HAND
SPREADERS, CULTIPACKER SEEDER, AND HYDRO -SEEDERS. COVER APPLIED SEED BY RAKING OR
DRAGGING A CHAIN, AND THEN LIGHTLY FIRM THE AREA WITH A ROLLER OR CULTIPACKER.
SEEDING:
TEMPORARY STABILIZATION IS REQUIRED WITHIN 14 DAYS AFTER CONSTRUCTION ACTIVITY IS
COMPLETE UNLESS CONSTRUCTION ACTIVITY IS GOING TO RESUME WITHIN 21 DAYS. COVER
SEEDED AREAS WITH AN APPROPRIATE MULCH TO PROVIDE PROTECTION FROM THE WEATHER.
WHEN THE TEMPORARY VEGETATION DOES NOT GROW QUICKLY OR THICK ENOUGH TO PREVENT
EROSION, RE -SEED AS SOON AS POSSIBLE. KEEP SEEDED AREAS ADEQUATELY MOIST. IRRIGATE
THE SEEDED AREA IF NORMAL RAINFALL IS NOT ADEQUATE FOR THE GERMINATION AND
GROWTH OF SEEDLINGS. WATER SEEDED AREAS AT CONTROLLED RATES THAT ARE LESS THAN
THE RATE AT WHICH THE SOIL CAN ABSORB WATER TO PREVENT RUNOFF. RUNOFF OF
IRRIGATION WATER WASTES WATER AND CAN CAUSE EROSION.
MULCHING:
USE MULCH WITH TEMPORARY SEED APPLICATIONS TO RETAIN SOIL MOISTURE AND REDUCE
EROSION DURING THE ESTABLISHMENT OF VEGETATION. TYPICAL MULCH APPLICATIONS INCLUDE
