Express was concerned that the stream may have been bufferred and requested a buffer exemption letter. We are not planning on doing any work in the stream (i.e. culvert extensions, piping, etc.) so no mitigation is necessary. Part of the parking area is going to be within 35 feet of the channel so we needed to make sure there were no buffer issues. You are correct that if the stream feature does not show up on the NRCS hard copy soil survey or the USGS topo, then the stream feature is not buffered. Did Express just want to know if it was buffered or if it was an intermittent/perennial for stream mitigation purposes? Let me know. I can do a buffer exemption letter but I need to know whom to make the letter out to. The property can be pulled up on Wake County IMAPS with Pin# 1733-23-6601. I performed a site visit yesterday and the stream conveyance scored a 26 on the NCDWQ Stream Classification Form. However, I researched the most recent USGS topographical maps and the NRCS Soil Maps, and neither indicate the conveyance as a stream. The plans for the commercial building were being reviewed by the City of Raleigh and were kicked out of the Express Review Process until we receive a buffer determination from DWQ. At the project site, I noticed a recently built residential house located less than 25 feet from the same stream on the adjoining property. Other commercial properties adjacent to the stream also had parking lots and storage areas within 50 feet of the conveyance. Since the conveyance is identified on USGS or NRCS maps, I do not believe the buffer regulations are applicable for this conveyance. 1 of 2 9/26/2006 7:49 AM Re: Buffer request Can you check on this property and issue a buffer determination?
