Parcel #s 0648949728, 0648949240, 0658043671, & 0658049799 Holly Springs, Wake County, North Carolina H&H Job No. FAK-119 Dear Renee: Hart & Hickman, PC (H&H) is requesting information concerning the potential presence of historic, cultural, and/or archeological sites on or near the above-referenced parcel (hereafter referred to as the “Site”). This request is submitted to satisfy property due diligence actions for land development. This request is not being submitted due to the use of Federal funds. The Site consists of four parcels that total approximately 44 acres of land (Wake County Parcel Numbers 0648949728, a portion of 0648949240, 0658043671, & 0658049799) located south of Ralph Stephens Road and west of GB Alford Highway (NC-55) in Holly Springs, Wake County, North Carolina (Site or subject Site; see Figures 1 and 2). Wildwood Farm Way crosses the west-central portion of the Site and there is a small mail structure used by the adjacent subdivision in the northwestern portion of the Site. There are residential structures in the southeastern and eastern portions of the Site. Surrounding properties include single-family residential structures to the south and east, and vacant undeveloped land to the west and north. Representative Site photos are attached to this letter. In order to investigate the potential presence of historic, cultural and/or archeological sites on the Site, H&H conducted the following: • reviewed the National Registry of Historic Places (NRHP) and the North Carolina State Historic Preservation Office (NC SHPO) geographic information system (GIS) viewer for sites located in Wake County, North Carolina; • conducted a visual survey of the Site and the surrounding area; and • reviewed the Wake County property records for the Site. National Registry of Historical Places & North Carolina State Historic Preservation Office H&H reviewed the NRHP website (http://nationalregisterofhistoricplaces.com/NC/wake/state.html) and the NC SHPO GIS viewer (http://gis.ncdcr.gov/hpoweb/) to obtain information and locations of historic, cultural, and/or archeological sites on or adjacent to the subject Site. Based upon a review of the NC SHPO GIS viewer, H&H identified a “study list and determination of eligibility (DOE)” structure in the southeastern portion of the Site that is identified as the Alsey J. and Missouri Stephens House (WA0613). According to information provided on the NC SHPO GIS viewer, the residential dwelling became a study list site in 1990. H&H also identified a “both DOE and study list boundary” that encompasses the 1621 Little Moccasin Lane parcel of the Site (Parcel #0658049799) that is identied as the Alsey J. “Jeff” & Missouri Stephens House. According to information provided on the NC SHPO GIS viewer, the parcel became a study list site in 1990 and a determination of eligibility site in 1997. H&H identified an additional “study list and DOE” structure and “both DOE and study list boundary” at the adjacent parcel to the east-southeast of the Site located at 7450 GB Alford Highway. Adams Farm (WA0612), and became a study list site in 1990 and a DOE site in 1997. The DOE and study list boundary is identified as the Richard L. & Annie Adams Farm, and also became study list site in 1990 and a DOE site in 1997. H&H also identified a “determined eligible” structure and boundary that is identified as the Adams House (WA0611). However, the Adams House structure and boundary are greater than 1,700 feet to the southeast of the Site. Visual Survey H&H conducted a visual survey of the Site and nearby properties while conducting environmental due diligence activities. H&H observed the Alsey J. and Missouri Stephens House and two associated structures in the southeastern portion of the Site. The house appeared to be in disrepair and in poor condition. According to the property owner, the house was moved to its present location from the eastern portion of the Site when NC-55 was widened. H&H also observed multiple structures and remnant structures in the eastern portion of the Site near NC-55. Likewise, the structures appeared to be in disrepair and in poor condition. Wake County Property Record According to the Wake County GIS website, one agricultural structure exists on the 2100 Ralph Stephens Road parcel (Parcel #0648949728), which H&H did not observe during the visual survey. The Wake County GIS website indicates that one bathhouse structure exists on the 399 Wildwood Farm Way parcel (Parcel #0648949240). H&H identified a recreational bathhouse area on the portion of this parcel that is off-Site that is associated with the adjacent subdivision to the south of the Site. According to the Wake County GIS website, two agricultural structures exist on the 2106 Ralph Stephens Road parcel (Parcel #0658043671), which H&H did not observe during the visual survey. The Wake County GIS website indicates that one single-family residential structure exists on the 1621 Little Moccasin Lane parcel (Parcel #0658049799), which likely refers to the Alsey J. and Missouri Stephens House. Please review the above information and provide a written response as to the potential for this proposed development to affect historic, cultural, or recorded archeological sites. If possible, please respond to this request within 30 days. If you have any questions, please do not hesitate to contact us.
