9. NARRATIVE DESCRIPTION:
Project Setting
The Town of Pine Knoll Shores is situated on the barrier island of Bobue Banks between the
Atlantic Ocean on the south side of the town and Bobue Sound on the north side of the town in
Carteret County, North Carolina. The project tract is the beach area in front of the properties
along the Atlantic Ocean between 139 Dogwood Circle and 319 Salter Path Road in the Town of
Pine Knoll Shores on the south side of Hwy 58. The existing dunes adjacent to these properties
experienced erosion during Hurricane Ophelia in September 2005. The properties have a total of
approximately 2,200 linear feet of shoreline along the Atlantic Ocean. The project tract is an
area 20' wide by 2,200' in length and is approximately 85' landward of the NHW line. The
properties are typically up to 16' in elevation above NISL and are developed with condominiums
and other multifamily type dwellings. Along the oceanfront of the lots is a public beach area 80'-
90' in width during NHW, which transitions into the remains of a frontal dune system as you
move landward. The remaining frontal dunes are approximately 12' - 16' in height above MSL.
The dunes are vegetated with typical dune plants such as sea oats and American beach grass.
Landward of the dunes the lots are covered with traditional sod grasses where the lots have not
been paved or built over. The area is experiencing erosion at an average rate of 2'/year with a
100 year recession line at an estimated 200' from the existing NIJW according to the latest Long
Term Erosion Rate study by DCNI. The project area is in the Ocean Erodible AEC and High
Hazard Flood AEC, but is not in the Inlet Hazard AEC.
On the north side of Hwy 58 a series of navigation channels lead from Bobue Sound to a canal
system (Pine Knoll Waterway) that runs through the town and provides access to the sound for
hundreds of homeowners and several marinas. The town received CAINIA Major Permit #57-06
on March 30, 2006 to conduct maintenance excavation within the channels and canals to a
maximum depth of 5'. The permit authorized the spoils to be placed on high ground, but was
conditioned to require a modification to the permit prior to the placement of spoil material on any
beach. In April of this year the town began the maintenance excavation process and
approximately 1,000 cubic yards of the 17,000 cubic yards of spoil material to be excavated was
placed on high ground sites within the town.
The Pine Knoll Shores Land Use Plan categorizes the area of the project as multifamily, with
all AEC's classified as Conservation. The waters of the Atlantic Ocean in the vicinity of the
project are classified as SB by the N.C. Division of Water Quality. The waters are not classified
by the Shellfish Sanitation Section regarding shellfish harvesting. The Atlantic Ocean is not
classified as a primary or secondary nursery area by the N.C. Division of Marine Fisheries. The
water depths in the near shore beach area are typically in the -2 to -5' range below NLW. The
near shore bottom consists of fine to course sand.
This is a request for a major modification of CAMA Major Permit #57-06.

Project Proposal
The Town of Pine Knoll Shores proposes to place the beach quality sand from their
maintenance excavation operation of the access channel and canal system onto the beach to
rebuild a dune system that was damaged by Hurricane Ophelia. The sand would be placed in
front of the remaining existing dunes between 139 Dogwood Circle and 319 Salter Path Road.
The applicant also is a party to the CAMA Major Permit application being processed for beach
renourishment along Bogue Banks from Atlantic Beach to Emerald Isle which if approved would .
replenish the sand immediately landward of the proposed project area with FENIA funding.
Under the proposed project sand would be placed in an area approximately 20' in width and
2,200' in length immediately waterward of the existing dunes. The waterward edge of the
proposed dune line would be approximately 85' landward of the NI-IW mark. The bottom of the
proposed dune would be 20' in width and would slope back at a 1:1 ratio so that the top of the
dune would be 10 in width. The sand would be placed to a height of 10' above existing grade to a
finished height of 16' above MSL, which is the height of the surrounding dunes. The sand would
be placed onto the beach with loaders and dump trucks. The beach would be accessed for
construction purposes from areas with existing asphalt parking lots that are next to the proposed
dune area. A bulldozer and excavator would then spread the spoil material to form the dune.
The dune construction activity would begin after November 16 and end prior to the May 1 of any
year to minimize impacts to the nesting activities of sea turtles and shorebirds. The dune
construction is planned to occur in three phases. One phase of construction would be conducted
per year with each phase resulting in the placement of approximately 700 - 800 linear feet of
dune constructed in each phase.
The Town also plans to place 10' long wooden sand fences at a 45 degree angle to the
prevailing winds immediately waterward of the constructed dunes. The sand fences are to be
placed on 15' centers for the length of the project. The Town then plans to sprig the dunes with
native dune plants grown from seed collected along Bogue Banks beaches to further stabilize the
dunes.
Sediment core samples were taken from the permitted excavation areas by Coastal Science
and Engineering in January 2006. The sediment cores were then analyzed and characterized as a
very well sorted fine sand with a mean grain size of 0.176 to 0.188 millimeters and a mud
fraction of less than 2.8%. The applicant has submitted the results of the samples to DCM
Coastal Hazard Specialist Mr. Jeff Warren who has reviewed the data and concluded the material
to be beach compatible sand. The applicant has submitted the sand analysis data as an addendum
to the application.
This is a request for a major modification of LAMA Major Permit 1157-06.

Anticipated Impacts
The placement of the beach quality sand will result in the disturbance of approximately
44,000 sq. ft. of public beach. The project will result in 17,000 cubic yards of sand being
deposited landward of the NHW line. The.placement of the spoil sand will result in a Swimming
Advisory being posting for the waters in the project area from April 1 to May 1 and for up to 24
hours after project completion during that portion of the project construction schedule.
The constructed dune will provide additional protection to the existing structures and the
inhabitants of those structures located landward of the project area and return the dunes to pre-
Ophelia configuration and size.

AEC HAZARD NOTICE

This notice is intended to make you, the applicant, aware
of the special risks and conditions associated with
development in this area, which is subject to natural
hazards such as storms, erosion and currents. The rules of
the Coastal Resources Commission require that you
receive an AEC Hazard Notice and acknowledge that
notice in writing before a permit for development can be
issued.
The Commission's rules on building standards, oceanfront
setbacks and dune alteration are designed to minimize, but
not eliminate, property loss from hazards. By granting
permits, the Coastal Resources Commission does not
guarantee the safety of the development and assumes no
liability for future damage to the development.
The best available information, as accepted by the Coastal
Resources Commission, indicates that the annual ocean
!W feet for the area where your property is located is

The rate was established by careful analysis of aerial
photographs of the coastline taken over the past 50 years.
Studies also indicate that the shoreline could move as
much as''50 feet landward in a major storm.
Th flood waters in a major storm are predicted to be about
feet deep in this area.
Preferred oceanfront protection measures are beach
nourishment and relocation of threatened structures.
Hard erosion control structures such as bulkheads,
seawalls, revetments, groins, jetties and breakwaters are
prohibited. Temporary devices, including sand bags, may
be allowed under certain conditions.
This structure shall be relocated or dismantled within two
years of becoming imminently threatened.
The applicant must acknowledge this information and
requirements by signing this notice in the below space.

SPECIAL NOTE: This hazard notice is required for
development in areas subject to sudden and massive
storms and erosion. Permits issued for development in this
area expire on December 31 of the third year following the
year in which the permit was issued. Shortly before work
begins on the project site, the Local Permit Officer will
determine the vegetation line and setback distance at your
site. If the property has seen little change and the proposed
development can still meet the setback requirement, the
LPO will inform you that yyou may begin work. It is impor-
tant that you check with tlne LPO before the permit expires
for official approval to continue the work after the permit
has expired. Generally, if foundation pilings have been
placed and substantial progress is continuing, permit
renewal may not be necessary. If substantial progress has
not been made, the permit must be renewed and a new
setback line established. It is unlawful to continue work
after permit expiration without this approval.

Core Analysis
Five sand samples from the dredging area identified by Geodynamics were
recovered. Samples were collected using a 2 inch shallow core sampler which
takes the sample from the top 1 foot of the channel bottom. Each sample was
analyzed using the 21 sieve procedure employed by CSE for evaluating sand for
beach nourishment compatibility. Copies of the grain size plots for each sample
are attached in appendix A.
The sand analyzed is fine sand with a mean grain size of 0.176 to 0.188
millimeters and is very well sorted (has a narrow range of grain sizes). Measured
mud content was less than 2.8 percent.
