PROJECT SUMMARY: The applicant proposes to construct a five-story, 35-room hotel building with associated parking, utilities, stormwater collection system and swimming pool. Seaside Developers, LLC Page Two 9. PROJECT DESCRIPTION S&ME, Inc., on behalf of Seaside Developers, LLC, has requested that the attached application be processed underthe Express Permit Review Program. The applicant's project is located at 2000 Island Drive, between the Atlantic Ocean and N.C. Highway 210, in North Topsail Beach, Onslow County. To find the property, take Highway 17 North from Wilmington and turn right on N.C. Highway 50 (approximately 30 miles from Wilmington). Head east on N.C. Highway 50 and turn left onto N.C. Highway 210 at the intersection of N.C Highway 210 and N.C Highway 50. The property is located on the eastern side of Island Drive (N.C. Highway 210), approximately 1.0 mile north of the Pender/Onslow County town line. The proposed project site is approximately 1.55 acres and consists of all high ground. Currently, the site is undeveloped. The site ranges in elevation from 4' to 8'above Mean Sea Level (MSL). The site is cleared with little to no vegetation, except for sparse lawn grasses and Sea Oats. There are no coastal or "404 type" wetlands located on the subject property. The project site is located within the Ocean Erodible Area of Environmental Concern (AEC) and the High Hazard Flood AEC. The project site was previously operated and maintained as the Scotch Bonnett Mobile Home Park and RN Camp site. However, within the past few years, all of the mobile homes that were once located on the property have been demolished and removed. The applicant is currently applying for a CAMA Major Permit because the project site is located within the Ocean Hazard AEC and because cumulative development impacts from this project will disturbed more than an acre, thus requiring a Sedimentation and Erosion Control Plan from the Division of Land Resources, Land Quality Section, as well as a State Stormwater Permit from the Division of Water Quality. The Atlantic Ocean, which is immediately adjacent to the project site is classified as SB by the North Carolina Division of Water Quality. The area is not designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. The subject property is located within the High Hazard Flood Area, as indicated by Zone VE (elevation 14) on the Flood Insurance Rate Map. The High Hazard Flood Area (VE Zone) associated with the subject property is contiguous to the Atlantic Ocean. The long-term average annual erosion rate in the vicinity of the property is 2.0 feet per year. The 100-year storm recession line for this area of North Topsail Beach is 150 feet creating a total Ocean Erodible Area (OEA) of 270 feet. The first line of natural stable vegetation was determined by staff with the Division of Coastal Management on 8/23/06. PROPOSED PROJECT The applicant proposes to develop the property by constructing a five-story, 35-room hotel building with associated parking, utilities, stormwater collection system and swimming pool. Development would include grading approximately 1.5 acres of the site for lot preparation, construction of the entrance road/parking area, hotel, swimming pool and stormwater system. According to the application, the parcel would include the construction of a 35-room hotel giving a density of 22.6 units/acre. Access to the property would be provided by the construction of an entrance/exit driveway. The asphalt driveway (20' wide x 120' in length) would provide the complex with one entrance and one exit from N.C. Highway 210. The driveways would provide direct access to the parking areas, located on the landward side of the building. The building (which would be constructed on pilings) would measure 120 feet in length x 78 feet in width x 67 feet in height (from ground to roof top). The building (16,077 total floor area) would be located landward of the 120' Large Structure Setback. Two wooden decks with covered roofs would be constructed on both the front and rear facing sides of the building, along the northern side. The deck being proposed on the southern side of the building would provide access, via a concrete walkway, to the proposed 46' x 67' swimming pool (as measured from the outer edge of the pool apron). The swimming pool would be constructed in the center of the property, just landward of the 60' Small Structure Setback. As proposed, a 10'-15' wide wooden walkway would surround the pool to satisfy local health and safety requirements. Seaside Developers, LLC Page Three A stormwater infiltration basin would be located in the center of the parking lot immediately adjacent to the proposed entrance/exit drive. An overflow spill box would be constructed along the western side of the parking area. The spill box would drain to a vegetated swale located between the parking area and N.C. Highway 210. An Express High Density Stormwater Permit (SW8051224) was issued by the Division of Water Quality on 01/27/2006. Additionally, a Sedimentation and Erosion Control Plan (permit #-Onslo-2006-201) was issued on 01/03/06, for land disturbance activities. On 1/06/06, the Division Water Quality issued a sewer extension pen-nit to the applicant under Permit #WQ0017535. 10. ANTICIPATED IMPACTS: The initial grading of the property would result in the disturbance of approximately 1.5 acres of high ground. The proposed building, drives, pool and parking areas would result in the creation of approximately 19,075 square feet of impervious surface.
