Wilmington, NC 28403 Wilmington, NC 28405 Subject: SR 1704 Kitty Noecker Road Hurricane Florence Pipe Replacement, Duplin County NC WBS#: DF15403.2031194 (DWQ Permit Fee: $240) Dear Mr. Shaver and Ms. Steenhuis: The North Carolina Department of Transportation plans to replace existing 42" in diameter by 52' in length CMP which suffered damage as a result of Hurricane Florence at location Lat: 35.04197, Long: -77.77396 on SR 1704 Kitty Noecker Road 2 miles southwest of NC 241 in Duplin County with (1) @ 66" in diameter x 52' in length CMP w/Headwalls (See Attached Documents). NCDOT would like to request a waiver from the depth specifications of the regional conditions 3.6.1 of the Nationwide Permit 3 and the corresponding General Condition 11 of the Water Quality General Certification No. 4132. Due to the existing geomorphologic fall of the stream channel, burying both of the inverts of the 66" CMP 1’ would result in a greater than 10 percent pipe slope, causing a high flow erodible condition. NCDOT plans to place the pipe on a 3 percent slope leaving approximately 0.75' of fall on the outlet end to the natural stream grade. Approximately 3 LF of additional rip rap used in conjunction with flowable fill is proposed to be placed in the stream channel to protect from further scour and destabilization. (See Attached Permit Drawing). By copy of this letter and enclosures, NCDOT is requesting issuance of Nationwide 3 approval from the US Army Corps of Engineers and 401 Water Quality Certification (WQC) #4132 approval from the Division of Water Resources (DWR). A method of debiting $240 to process the WQC request has been provided as noted in the subject line of this application.
