Hey Mike,
I have finalized my review of the Year 2 Monitoring Report received on October 19, 2018 for the Neville Mitigation
Bank. My comments are as follows:
1. For future monitoring reports, please do not provide Appendices C, D & E.
2. No status of easement boundaries were provided as agreed to in the BPDP Section 3.5, "...with the status of the
boundaries reported in annual monitoring reports". Therefore, please provide the status.
3. Photos provided for Photo Points 1 & 2 and Plot 3 show vegetation changes that are similar to that of
mowing. Please explain.
4. All stem counts are good. However, no height data is provided to represent the health of the vegetation. As
agreed to in the BPDP Section 4.1, height is a parameter that is required to be collected for the monitoring
reports. Therefore, please provide this data if you have it. If you don't have it, it must be provided in all future
monitoring years to adequately assess the health of the vegetation to comply with 0295 (n)((2)(E), "...including
the health and average stem densities..." and comply with the approved BPDP. I apologize for my oversight of
this parameter in the Year 1 Monitoring Report review last year.
Please provide a response to comments 1-4 above with supporting documentation if needed. A revised BPDP is not
being recommended as a suitable response to these comments.
