Dear Mr. Basinger,
This is in response to your letter dated October 16, 2018. The violation was unavoidable. The
sampling event was following the repair of the RBC and "restart." The RBC and its basin were
washed and pumped out to facilitate repairs, thus removing the biomass needed from the unit.
Without a fully established and healthy biomass, the treatment does not happen. The violation
was only slightly over the limit, however, it was the only sample for the month. Therefore, there
were no other sample values to average that may have brought the monthly concentration into
compliance.
After a week of operation, subsequent samples were satisfactory.
