HomeMy WebLinkAbout20161153 Ver 1_Year 1 Monitoring Report_20181031P111111111111IFU P I L O T E N V I R o N M E N T A L, I N C October 31, 2018 Ms. Sue Homewood North Carolina Division of Water Resources Winston Salem Regional Office - 401 Wetlands Unit 450 West Hanes Mill Road Winston Salem, North Carolina 27105 Reference: Stream/Wetland Monitoring—Year 1 Notification SAW -2016-02360 & NCDEQ-DWR-2016-1153 Clemmons Town Center 2394 Lewisville-Clemmons Road Clemmons, Forsyth County, North Carolina Pilot Project 1298.3 Dear Ms. Homewood: Pilot has completed Year 1 monitoring activities on behalf of the applicant, Clemmons TC, LLC, and as required the general conditions of the North Carolina Department of Environmental Quality—Division of Water Resources (NCDEQ-DWR) Individual Water Quality Certification (WQC) for fill impacts to regulated waters at the above referenced site. The purpose of the monitoring is to determine potential loss of hydraulic function and flow and determine if the stream and wetland continues to provide aquatic life propagation and biological integrity as defined within 15A NCAC 2B .0211(1) and 15A NCAC 2B.0231. Construction of the up -gradient retaining wall and fill activities were completed in April 2018. Pilot visited the site to conduct monitoring activities on October 22, 2018. The monitoring was conducted by making visual observations of the stream and wetland. Neither flowing nor standing water was observed in the stream channel. However, this is consistent with previous assessments. The stream bed was saturated to the surface and appears to continues to carry flow during and following rain events and likely during wetter periods of the year. Based on our observations, the stream appears to be in stable condition and functioning as it did prior to site development. Saturated soil conditions ranging from three to six inches below ground surface were observed within the wetland monitoring area. A depleted matrix was encountered approximately four to six inches below ground surface. Oxidized rhizospheres were observed on living roots. Vegetation within the wetland monitoring area was observed to be generally consistent with pre - development conditions with the exception of an increase in low-lying herbaceous vegetation within the upper reach of the monitoring area. The increase in herbaceous vegetation can likely be attributed to an increase in sunlight from removal of shade trees. Based on our observations, the wetland appears to be in stable condition and functioning as it did prior to site development. Based on visual observations, it does not appear that there has not been a significant decrease or loss in hydrologic function and that the stream and wetland are continuing to provide low quality hydrologic and aquatic function consistent with pre -development conditions.
