Pro-ject SurnmM — The Applicant proposes [via consultant Mid -Atlantic Engineering and
Environmental Solutions] to develop several contiguous real estate parcels into a 1.45-acre apartment
complex with subterranean parking. Proposed excavation dewatering will discharge to a local stormdrain
under zero -flow receiving -stream conditions (7Q10/30Q2 = 0.0 cfs). The Division concurs that this
discharge alternative is the most viable based on feasibility and cost, as outlined in your Engineers
Alternatives Analysis (EAA) included with your application.
The Applicant proposes to install a French -drain dewatering system to service the entire site. This gravity
drain is an unlined gravel trench to a depth of 2 feet, fitted at its bottom with a per 2-inch-diameter
PVC drainpipe [see application, Figure C5.10]. Because this trench and pipe are open to the environment, it
will gather groundwater, but to a depth of two -feet only.
The proposed skid -mounted wastewater -treatment system is portable. The Applicant intends to dewater by
pumping the French drain closest to a given excavation. If preconstruction requires excavating deeper than
two (2) feet, DWR assumes the Permittee will dewater directly from the excavation, as needed.
Dischar-ee Conditions — A wastewater treatment system shall suffice to meet surface water quality
(SWQ) stream standards. Wastewater design flow proposes to discharge 7 days/week, three (3) discharges
per day, each for —30 minutes @ 0.55 gpm = 49.5 gpd [0.00005 MGD]. The proposed treatment system
employs a bag filter, ion -exchange unit(s) [for metals removal] and two (2) each activated liquid phase
carbon canisters (see PRM's schematic P&ID-2). All treated effluent will be routed to Durham County's
Storm -Sewer System, via Outfall 001 (see Mid -Atlantic's Drawing No. 1); treated wastes to be conveyed by
stormdrain to a UT to Ellerbe Creek (see City of Durham approval letter dated April 13, 2017).
The Division understands that construction includes a proposed two -deck parking structure that will require
permanent dewatering facilities below the natural water table. Prior to installing permanent dewatering

facilities, the Applicant must submit an updated treatment -system design with plans and specifications, and
apply to modify this permit as needed (see Supplement to Permit Cover Sheet).
Parameters Of COricern (POCS) — Because site -assessment analyses detected the present of
chlorinated solvents, this site does not qualify for General Permit NCG510000. Parameters of Concern
include a list of volatile and semi -volatile organic compounds, metals and other POCs identified during site
assessment [see application Tables 1, 2, 3.1 and 3.3]. POCs include metals and compounds detected at
concentrations exceeding their respective surface -water quality (SWQ) standards. Parameters exceeding
their standard are permit -limited equal to the standard [as required under zero -flow receiving -stream
conditions]. Others are included as "monitoring only" or limited in accord with applicable permitting
strategies and secondary -treatment technologies [see permit section A. (1.)].
Because there are no effluent data to date, the permit provides the Permittee an option, after establishing a
reasonable database, to petition the DWR to reconsider a given parameter's limits and/or monitoring
frequency, as data may warrant [see permit section A. (1), Footnotes].
"A - Reasonable Potential Analysis (RPA) - RPA was not conducted because there are no data to date
other than analyses of untreated samples collected for initial site assessment.
WET Testing — Whole Effluent Toxicity (WET) - Acute, 24-hour Pass/Fail (Monthly) is
required using sp Pimephales promelas [TGE3E]. WET test samples shall be collected
concurrently weer samples to aid in diagnosing WET -Test failure, if any.
