Enclosed you will find the report for the compliance inspection. National Fruit ceased operations at this location in October of 2008. No wastewater from the treatment and disposal system has been applied to the dedicated fields since December 2016. It is the understanding of the MRO you intend to eventually rescind the permit. There are, however, a few items that should be addressed to renew the permit for the period of time it will take to decommission the system and eventually rescind the permit: • It is important that the name change form be completed as soon as possible so a renewed permit can be issued under the correct name. • Please refer to previous email communication for the forms and links that will help you to complete the system decommissioning activities as part of the permit rescission process. Site operations ceased at this facility in 10/2008. Without plans to resume operations at the site, National Fruit has had this property for sale for the past few years. As such, National Fruit has not performed any spray irrigation application since 12/2016. The property was recently sold to LINCO PARTNERSHIP. Prior to the sale, the permit was in the process of being renewed and a permit renewal application had been submitted by National Fruit to NCDEQ Non -Discharge permitting group. The sale of the property occurred during the permit renewal process. At this point, an ownership change form needs to be submitted to continue the renewal process and gain time to complete closure activities before the permit can be rescinded. The permit includes a 2 million gallon treatemnt lagoon and a 300,000 gallon holding tank. After the sale of the property, the remaining approximately 50,000 gallons of fluid that was in the holding tank was transferred to the lagoon. Even with the addition of the water from the tank, the lagoon level rise is still well below the area where the lagoon liner is damaged. During the site visit, the MRO was informed that the fluid in the holding tank has been isolated fron the irrigation lines so no fluids currently in the tank can be accidently transferred to the spray irrigation lines. LINCO currently has a permit with the Town of Lincolnton to have their pre-treated wastewater be sent to the WWTP for the Town of Lincolnton. Currently, LINCO is using the 300,000 gallon holding tank to store primarily Polyvinyl Acetate(PVA)and Ethylene Vinyl Acetate(EVA). Approximately 10% of the fluids in the storga tank is EVA.
