Subject: Request for a Preliminary Jurisdictional Determination for R-5824, NC 690
(Lobelia Road), widening and improvements from the US 1 Interchange in
Vass to the Cumberland County Line, Moore County, North Carolina
Dear Mr. Williams:
The North Carolina Department of Transportation (NCDOT) proposes to widen and improve NC
690 from the interchange with US 1 in Vass to the Cumberland County line for approXimately 12
miles (R-5824 in Moore County, North Carolina), see Figures 1 and 2. The study area for this
project contains nine streams, six ponds, five ditches, and 55 wetlands throughout the 12-mile
corridor (Figures 5-1 to 5-14 and 6-1 to 6-14).
Enclosed with this request is the Preliminary Jurisdictional Determination Form (PJD), vicinity
map, United States Geological Survey (USGS) topographic map, wetland and stream delineation
map, North Carolina Division of Water Quality (NCDWQ) Methodology for ldentification of
Intermittent and Perennial Streams and Their Origins, Version 4.11 Forms, North Carolina Stream
Assessment Methodology (NCSAM) Forms, North Carolina Stream Assessment Forms
(NCSAM), and the USACE Wetland Determination Forms for the Atlantic Gulf and Coastal Plain
Region.
We would like to request a site visit to confirm potentially jurisdictiona
States (WOTUS), including wetlands, for the purpose of obtaining a PJD.
Scientist from VHB, will be coordinating the site visit meeting.
