Description of Project JUL 2 0 2006 COASTAL iMANAGGEMEN T Barbour's Landing is being proposed as a low density single-family subdivision located on Harkers Island, Carteret County. The subdivision is proposing to construct a private street system, with fifty foot rights of way to provide access to the twenty-five lots. The tract totals 13.70 acres with 2.1 acres being 404 wetlands/coastal marsh. The soils found in this location (as shown on the attached soils map) are mostly Ln-Leon sand. The land disturbance limit is the estimated at 12-acres which is the total tract minus the wetlands. This site presently drains to the south into Back Sound, which is classified as SA-ORW waters. The project is being proposed as low density with impervious surfaces totaling less than the allowable 25% of the tract located within the 575'AEC, which essentially is the entire tract. B. Erosion and Sedimentation Control Measures The following measures are proposed for the site. If it becomes evident that additional erosion and sedimentation control measures are needed, they shall be installed immediately. It is intended that all grading and excavation activities within a certain area will be protected as soon as that activity is complete. 1. Sediment Fence - Sediment fence will be utilized as necessary in locations as shown on plans or as deemed necessary by the engineer to insure that off-site sedimentation is controlled. 2. Seeding - All disturbed areas will be seeded within 14 days following construction in accordance with the seeding schedule shown on the plans. 3. Stone Construction Entrance - Stone construction entrance will be used to reduce transport of sediment off site. 4. Temporary Sediment Traps Sediment traps will be constructed as shown on plans and serve to trap sediment and prevent from the sediment moving off-site. PROJECT DESCRIPTION Stroud Engineering, P.A., representing Barbour's Landing, LLC, has requested that the attached application be processed under the Express Permit Review Program. The applicant's project is located at 1200 Island Road, adjacent to Back Sound, Harkers Island, Carteret County. To find the property, take Highway 70 East from Morehead City towards Cedar Island. Turn right onto Harkers Island Road, from Highway 70, and continue approximately 2.6 miles. Harkers Island Road will turn into Straits Road, which ultimately turns into Island Road. Continue along Island Road and the project site will be located on the right side of the road across from the Harkers Island Fire and Rescue Depatment. The subject site is bordered by residential and commercial properties to the north, west and east and Back Sound to the south. The subject property is approximately 13.7 acres with roughly 1,080 linear feet of shoreline along Back Sound (the eastern property line). The site is currently undeveloped with the exception of a dilapidated pier located in the southeast corner of the property, and three rock jetties located along the southern shoreline. Elevations at the site range from 4' to 8' above Mean High Water (MHW). High-ground vegetation on the tract consists primarily of Long Leaf Pine, Live Oak and Cedar. Most of the under story vegetation has been cleared, however there is a stand of vegetation along the waters edge that consists of Wax Myrtle, Yaupon, and Red Bay. Transitional species such as: Sea Oxeye (Borrichia utescens , Common Reed (Fragmites australis) and Grounsel-bush (Baccharus halimifolia) exist along the eastern shoreline along the upper edge of the coastal wetlands. High coastal marsh vegetation, including, Black Needle Rush (Juncus roemarianus), Spike Grass (Distichlis spicata), and Salt Meadow Grass (Spartina patens) complete the transition to the waters edge where Smooth Cordgrass Marsh (Spartina alterniflora) is the predominant species. The marsh area adjacent to the site ranges in width from approximately 30 to 80 feet. Although no "in water" work is being proposed as part of this permit application, it should be noted that the waters immediately adjacent to the project site contain an abundance of Submerged Aquatic Vegetation (SAV). The waters of Back Sound, adjacent to the project site, are classified as SA-ORW by the North Carolina Division of Water Quality. The area is NOT designated as a Primary Nursery Area (PNA) by the N.C. Division of Marine Fisheries. According to the Division of Environmental Health, Shellfish Sanitation Section, this area of Back Sound is OPEN to the harvesting of shellfish. PROPOSED PROJECT The applicant proposes to construct a 25-lot residential subdivision including roads, utilities, stormwater swales and an on-site wastewater treatment system. Starting from Island Road and working east towards Back Sound, the applicant proposes to construct an entrance/exit drive (Sound Point Drive). Sound Pointe Drive would extend in an easterly direction and terminate in a turn around cul-de-sac. A second drive, labeled as Turtle Pointe Drive, would be located on the southern side of Sound Pointe Drive, and would provide access to several lots bordering Back Sound. The proposed asphalt roads would be located within a 50-foot right-of-way and would consist of 20-foot wide paved asphalt travel lanes with 15-foot drainage swales on each side of the road. The applicant is also proposing to grade several areas within the property boundaries to create six stormwater drainage swales, with sediment traps and check dams, for the collection and diversion of stormwater run-off. These swales would divert stormwater run-off water towards Back Sound, as well as towards the proposed wastewater treatment plant. Two 15' community access easements (one located between Lots 4 and 5 and one located between Lots 11 and 12) are proposed to provide interior lot owners water access. According to the application, no structures are proposed within the 30' coastal shoreline buffer. Barbour's Landing, LLC Page Three A subsurface wastewater treatment system is being proposed adjacent to Lots 18-25, between Sound Pointe Drive and Island Road. According to the applicant's agent, the wastewater would be treated and disposed via a drip irrigation system. At this time the treatment plant has not been approved, however the applicant's agent indicates that they are pursuing the "fast track" option for acquisition of the non-discharge permit. Harkers Island Water System would provide drinking water to the site. At this time, the applicant has not received an approved State Stormwater Permit from the North Carolina Division of Water Quality. However, the applicant has obtained approval of a Sedimentation and Erosion Control Plan (SECP) from the Division of Land Quality. The plan was approved on 7/19/06, and was issued under Carte-2007-017. 10. ANTICIPATED IMPACTS: The initial grading of the property would result in the disturbance of approximately 522,720 sq. ft. (12.0 acres) of high ground. The construction of the road infrastructure and allocated built upon area for each lot would result in the creation of approximately 144, 000 sq. ft. of impervious coverage (all of which is located within the 575' AEC). No impacts are proposed within the 30' coastal shoreline buffer, coastal wetlands or surface waters.
