Dear Mr. Poupart,
Section A(3) of the,current NPDES Permit for Duke Energy's W. H. WeathLitspoon Plant requires that
"The facility shall notify via'e-mail DWR Complex NPDES'Permitting Unit and DWR Fayetteville Regional
Office -seven (7) calendar days prior to the commencement of the dewatering':' The section then goes
on to require that "'Duke, shall notify'DWR NPDES Complex Permitting'and DWR Washington [sic]
Regional Office, in writing within seven (7) calendar days of installing additional physical chemical
treatment at this outfall." Although the Washington Regional Office is referenced in the permit we
believe this to be a typographical error meant to reference the Fayetteville Regional Office. The purpose
of this fetter is to meet -these notification requirements.
To address the first requirement regarding notification of dewatering commencement, Duke Energy first
obtained written permission from NCDWR to dewater the ash basin in supportof excavation in
December 2017. Division staff (both permitting staff and Yegional office staff) have visited the site on
multiple occasions since then and have been aware of dewatering activities. 'In addition, Duke Energy
discussed the dewatering activities with NPDES permitting staff during the permit development process
and provided pump rate estimates. •Sirice'dewatering has been a known condition at this site for nearly
11 months, we believe that this condition was left in the permit'in error. In any event, a purpose of this
letter,is to provide additional notice, as` required by the permit. Please note that this notice is being
provide prior to the, permit effective date of November,1, 2018.
To address the second referenced requirement, Duke Energy would like to notify the Division that
automated TSS and, pH rronitoeing will be installed.by November 1 to meet NPDES permit requirements
at outfall 001A. This equipment will have the ability to adjust TSS and pH in the ash basin to meet
permit requirements, if necessary. The pump will be equipped with a floating suction intake, as
required Iby the permit; and the.disch6rge from the,system will be through piping laid on the exterior of
the basin dam. The, outlet for the piping will be adjacent to the existing riser outlet and 001A samples
will be collected at the piping outlet. Duke Energy believes that this configuration is compliant with

Division guidance to align flow paths from ash basin pumps as closely as possible to the original
constructed outlets. Caustic and sulfuric acid will be available for pH adjustment in the basin and a
polymer will be used to adjust for TSS. SDS sheets are attached to this letter for your reference.
