PROJECT SUMMARY: The applicant proposes to construct al3'x13' boat lift on the subject property, providing dockage for two jet skis and/or small watercraft. Snipes Family Partnership Page 2 9 PROJECT DESCRIPTION: The applicant has requested that the subject CAMA Major Permit application be processed under the Express Review Permitting Program. The project site is located at 349 Serenity Lane, adjacent to the Atlantic Intracoastal Waterway (AIWW), in Holden Beach, Brunswick County. The lot is approximately 1/3 acre with roughly 101' of shoreline frontage. The lot averages 7'above mean high water and the shoreline is stabilized by natural vegetation. The applicant maintains a single-family residence on property and vegetation consists of lawn grasses and landscape shrubs. A CAMA General Permit (GP #40495) was issued to the applicant on 11115105, for the construction of a new pier, gazebo, floating dock and boatlift. The existing, and proposed structures, will be located within the applicant's area of riparian access. Existing water depths average -4.0' below Mean Low Water (MLW). The Holden Beach Land Use Plan classifies the adjacent waters as Conservation, and the adjacent high ground portion as Developed. The waters of the AIWW, in the vicinity of the project area, are classified SA by the N.C. Division of Water Quality. They are NOT designated as a Primary Nursery Area by the N.C. Division of Marine Fisheries and they are OPEN to the harvest of shellfish. PROPOSED PROJECT: The applicant proposes to construct a 2-slip boatlift measuring approximately 13'x 13'. The boatlift would be located on the western side of the existing 16' x 16'gazebo. The proposed boatlift would provide dockage/storage space for two additional vessels (jet skis) bringing the total number of slips to four. Water depths in the vicinity of the proposed boatlift range from -2' to -3' below Mean Low Water (MLW). According to the work plat drawings provided by the applicant's agent, the proposed structure would be located within the established area of riparian access and would be located landward of the U.S. Army Corp of Engineers 80' federal setback. 10. ANTICIPATED IMPACTS The proposed boatlift would incorporate an additional 169 square feet of estuarine waters and public trust area. The proposed structure would be consistent with the Town of Holden Beach Land Use Plan and can be built with in the applicant's area of riparian access. The proposed project is consistent with T15A:07H.0209, development standards for Estuarine Shorelines. This project entails the addition of a single two-slip boatlift to the applicants existing pier and gazebo. This will bring the total number of slips to four. The placement of the structure falls within the applicant's riparian corridor. Typical marine construction including (4) 10" butt piles will be driven to a depth consistent with local building codes. This project will directly 'affect 4 square feet of substrata habitat and have additional shading impact when the boats are placed on the lift.
