Dear Ms. Thedford;
We are requesting a permit renewal of Permit#NC0081281 for the Richmond County Water
Treatment Plant in the Richmond County Water System. This permit is currently active for the
facility located at 326 Old Charlotte Highway, Rockingham North Carolina 28379 in Richmond
County and authorizes that we can discharge wastewater to receiving water as an unnamed
tributary to the Pee Dee River within the Yadkin Pee Dee River Basin.
The facility is designed to reclaim the wastewater generated on site through our conventional
water treatment facility and it is processed through a secondary clarified water system that is
maintained on site for cooling water generation that is pumped to and used by the Hamlet,North
Carolina power production facility for Duke Energy's Smith Energy Complex.
With this contained process in operation, no wastewater generated on site has been discharged to
the designated and permitted Outfall 001 since the current permit was approved and
implemented in June 2014. We expect this to continue, but have deemed it necessary to continue
and maintain a discharge permit for any unseen issues that might necessitate the need to direct
discharge to the Outfall 001 instead of the reclaim system.
Since the implementation of the current permit, there have been some changes and upgrades to
the Richmond County Water Treatment plant in both the areas of potable water production and
solids handling.
We have increased our existing potable water treatment system applying conventional treatment
technology [coagulation, flocculation, sedimentation, filtration, and disinfection] to now produce
a design rate of 9.2 MGD, generating filter-backwash wastewater(flow average 0.250 MGD)
utilizing:
• Blewitt Falls River Pump Station [raw water source]
• flash-mixer additives [calcium hydroxide, alum]
• tapered flocculator
• sedimentation basin [with sludge withdrawal to thickeners]
• filter backwash [chlorine,post lime, zinc-orthophosphate, fluoride]
• thickener tanks [two (2) each, 40-ft diameter and one(1) 60-ft diameter]
• solids belt press [2-meter 85 gpm]
In the renewal package we have included the completed application form, a narrative of the
solids handling process for sludge management and disposal and maps of the facility and Outfall
001. Please let us know if there is any other information needed for the permit renewal
application.
It is our sincere intent and desire to maintain the absolute highest water quality possible, contain
and process our generated wastewater and manage and remove the associated solids in an
environmentally friendly manner at the Richmond County Water Treatment Facility.

Surface water from a formed reservoir on the PEE Dee river created by the Blewitt Falls dam.
7. Describe the treatment process(es) for the raw water:
Raw water from a surface water lake or reservoir is drawn into the plant through intake structures.
4 raw pumps are used to lift the water to the treatment plant which then flows through the
treatment processes by gravity. Calcium Hydroxide is added to raise the pH and alkalinity to aid
in coagulation. Coagulants,rapidly add electrochemical charges that attract the small particles in
water to clump together as a"floc". Slower mixing,turbulence causes the flocculated water to
form larger floc particles that become cohesive and increase in mass. This visible floc is kept in
suspension until large enough to settle under the influence of gravity. Flocculated water is applied
to large volume tanks where the flow speed slows down and the dense floc settles. Relatively floc
free, settled water flows through a media filter by gravity. Filter media are made from layers of
anthracite or granular activated carbon and sand. Gravel or synthetic materials support the media.
Physical straining removes the remaining floc. Filters are periodically backwashed to clean off
accumulated floc and other trapped impurities.

facility:
Settled floc is removed through gravity drains to clarifiers that then allow the heavy solids to
settle and the supernatant is pumped to the clarified water system used by Duke Energy as cooling
water. The solids are pumped to a belt press and dewatered,with the solids loaded in a truck and
hauled to a landfill for disposal.

Richmond County Water Treatment Plant Solids Handling Program
As raw water from the reservoir is pumped to the treatment facility, lime conditioning is
performed with an immediate addition of aluminum sulfate for coagulation and a polymer aid
for improved flocculation.
The solids formed are removed during gravity settling in 8 rectangular concrete basins after
slow paddle mixing. The sediment is then removed daily by sludge removal sliders that
siphon the sludge and transfer through drains and piping to 3 concrete thickening clarifiers.
The sludge slurry is then conditioned by another process where the heavier solids are
separated from the water by gravity settling in these chambers with conical bottoms. The
supernatant is drained off the top of the settled solids and pumped to the clarified water
system used as cooling water for the Duke Energy power production facility.
The remaining concentrated solids are pumped from the bottoms of the circular concrete
clarifiers with progressive cavity pumps to a 2 meter 85 gpm gravity belt press. This sludge
is fed on to the horizontal drainage section of the unit, which removes up to 50% of the
drainage water. This sludge layer is then sandwiched between the carrier belt and a cover
belt and is subjected to a varying compression by the roller system. The dewatered cake
solids concentration may vary in the range 12-25% by weight.

Filtrate from this process is returned to the solids handling clarifiers to be reused in the
clarified water system.
Solids that are generated as sludge cake are conveyed into a dump trunk that is then taken
to a landfill, until a secondary state approved application site has been acquisitioned.
