TROGDON, III GOVERNOR SECRETARY Brad Shaver, NCDOT Coordinator Joanne Steenhuis, NCDOT Coordinator Wilmington Regulatory Field Office NC Department of Environmental Quality US Army Corps of Engineers Division of Water Resources 69 Darlington Avenue 127 Cardinal Drive Ext. Wilmington, NC 28403 Wilmington, NC 28405 Subject: SR 1831 Grady Road Pipe Replacement, Sampson County NC WBS#: DF15403.2082144 (DWQ Permit Fee: $240) Dear Mr. Shaver and Ms. Steenhuis: The North Carolina Department of Transportation plans to replace existing 42" in diameter by 53' in length CMP which suffered damage as a result of Hurricane Florence at location Lat: 35.06420, Long: -78.33850 on SR 1831 Grady Road 0.1 miles southwest of SR 1722 in Sampson County with (1) @ 78" in diameter x 53' in length CMP w/Headwalls (See Attached Documents). NCDOT would like to request a waiver from the depth specifications of the regional conditions 3.6.1 of the Nationwide Permit 3 and the corresponding General Condition 11 of the Water Quality General Certification No. 4132. Due to the existing geomorphologic fall of the stream channel, burying the inverts of the 78" CMP 1' would result in a greater than 10 percent pipe slope, causing a high flow erodible condition. NCODT plans to place the pipe on a 3 percent slope leaving approximately 2.5' fall on the outlet end to the natural stream grade (5' of fall to bottom at blow hole). 20 LF of additional rip rap is proposed to be placed in the stream channel to fill the exisitng scour hole protect from further scour and destabilization. (See Attached Permit Drawing). By copy of this letter and enclosures, NCDOT is requesting issuance of Nationwide 3 approval from the US Army Corps of Engineers and 401 Water Quality Certification (WQC) #4132 approval from the Division of Water Resources (DWR). A method of debiting $240 to process the WQC request has been provided as noted in the subject line of this application. Warning: Soil Map may not be valid at this scale. Enlargement of maps beyond the scale of mapping can cause misunderstanding of the detail of mapping and accuracy of soil line placement. The maps do not show the small areas of contrasting sois that coud have been shown at a more detailed scale. Please rely on the bar scale on each map sheet for map measurements. Source of Map: Natural Resources Conservation Service Web Soil Survey URL: Coordinate System: Web Mercator (EPSG:3857) Maps from the Web Soil Survey are based on the Web Mercator projection, which preserves direction and shape but distorts distance and area. A projection that preserves area, such as the Albers equal-area conic projection, should be used if more accurate calculations of distance or area are required. This product is generated from the USDA-NRCS certified data as of the version date(s) listed below. Soil Survey Area: Sampson County, North Carolina Survey Area Data: Version 18, Sep 10, 2018 Soil map units are labeled (as space allows) for map scales 1:50,000 or larger. Date(s) aerial images were photographed: Oct 29, 2014—Nov 28, 2017 The orthophoto or other base map on which the soil lines were compiled and digitized probably differs from the background imagery displayed on these maps. As a result, some minor shifting of map unit boundaries may be evident. uSDn Natural Resources Web Soil Survey 10/30/2018 ' Conservation Service National Cooperative Soil Survey Page 2 of 3 Soil Map—Sampson County, North Carolina Map Unit Legend SR 1831 Grady Rd.
