PROJECT SUMMARY: The applicant proposes to construct a 24-lot subdivision including: roads, utilities, swimming pool and bulkhead. The Peninsula at Ocean Isle Beach Page Two 9. PROJECT DESCRIPTION The applicant's property is located at the intersection of Causeway Drive and East Third Street, in Ocean Isle Beach, Brunswick County. The tract is a peninsula of land bordered by two man-made finger canals to the east and west. The tract is 4.75 acres in size and is vegetated with typical maritime shrub thicket vegetation along the man-made canals, which consists of Wax Myrtle (Merica cerifera), Yaupon (Ilex vomitoria), Red Cedar (Juniperus virginiana), and Catbriar (Smilax spp.). Highground abruptly falls to coastal marsh along a 3-ft. to 5-ft. embankment at the shoreline. Adjacent to the shoreline, there is a marsh border, approximately 20 - 30 feet wide, which consists of Smooth Cordgrass (Spartina alternii fora), Salt Meadow Grass (Spartina patens) and Glasswort (Salicornia). The property has approximately 1,400 linear feet of shoreline (600' - 700' of which is currently bulkheaded). The shoreline along the eastern property boundary is partially stabilized by a 500' section of bulkhead, and a 150' section of bulkhead exists along the edge of the escarpment in the southwest corner of the property. A small, dilapidated pier is also located adjacent to the property. The pier (approximately 35' in length) extends in a westerly direction from what is shown on the work plan drawings as Lot 10. The pier terminates into a 6' x 25' section of floating dock, which runs parallel to the shoreline. The applicant has indicated that the pier would be removed during construction of the subdivision. The waters of the Atlantic Intracoastal Waterway and man-made canals, adjacent to the project, are classified as SA by the NC Division of Water Quality. These waters are not designated as Primary Nursery Area (PNA) by the NC Division of Marine Fisheries. According to maps provided by the Shellfish Sanitation Section, the adjacent waters are CLOSED to the harvest of shellfish. A portion of the project is located within the High Hazard Flood Area, as indicated by Zone VE (elevation 18) on the Flood Insurance Rate Maps for Ocean Isle Beach. The High Hazard Flood Area (VE Zone) associated with the subject property is contiguous to the Atlantic Ocean. PROPOSED PROJECT The applicant proposes to develop a 24-lot, single-family subdivision including: roads, utilities, swimming pool, and bulkhead. Development would include grading and filling of approximately 1.2 acres of the property for road construction and utilities installation. Individual lots sizes would vary between 4,000 to 4,500 square feet, with a project design density of 4.8 units/acre. Access to the subdivision would be provided by a one-way street, which would enter the property from Third Street. The driveway (approximately 12' wide) would consist of a 30' paved right-of-way that would circle the interior portions of each lot. The one-way drive would exit the property on the western side of the entrance drive, opposite of the proposed vegetated islands. The applicant proposes to construct a 6' wide concrete walkway that would begin along the southern property line, adjacent to Third Street. The walkway would span in a northerly direction and run through the two vegetated islands. The walkway would terminate in a covered gazebo located at the far northern end of the island, on the landward side of the proposed drive. The stormwater lift station and the by-pass drain would be located beneath the proposed gazebo. The by-pass drain would divert flow towards the north, through the proposed 50' vegetated swale located between Lot 12 and Lot 13. In addition to the existing bulkhead, the applicant proposes to install approximately 900' of new vinyl bulkhead starting in the far southwest corner of the property. A new 180' section of bulkhead would replace the existing wall located in the southwest corner. The new wall in this area would be constructed within the same location as the existing bulkhead, due to the presence of wetlands located immediately adjacent to the existing bulkhead. The new bulkhead would span north and wrap around the peninsula, ultimately tying into the existing bulkhead, located on the eastern side of the property. The bulkhead would be located landward of the joint "type 404" and coastal wetlands line. Lastly, the applicant proposes to install a swimming pool in the southwest corner of the property between Lot 3 and Lot 4. The pool (55' x 35') would be located within the 75' Area of Environmental Concern (AEC), but outside of the 30' Coastal Shoreline Buffer. The Peninsula at Ocean Isle Beach Page Three 10. ANTICIPATED IMPACTS: The initial grading of the property for road construction and utility installation would result in the disturbance of approximately 1.2 acres of high ground. The proposed roadways and pool construction would result in the creation of approximately 14,420 square feet of impervious surface. Subsequent individual lot development would create additional impervious surface area, and would require individual lot owners to obtain CAMA Minor Development Permits from the Town of Ocean Isle Beach for all lots within Areas of Environmental Concern (AECs). There is the potential for an additional 24 private piers to be associated with the subsequent development of the residential lots adjacent the man made canals. Blue-line prints or other larger plats are acceptable only if an adequate number of quality copies are provided by applicant.
