4a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:*
Currently, the site is vacant, with no man-made structures. Historically, the property has been used for silviculture. The property is zoned Rural -Agriculture (RA), and adjoined by
similarly zoned tracts to the north, west and east, while the tract to the south is zoned Planned Development (PD). A soil road extends from the entrance off Hwy 210 to the eastern
property line (see attached 2017 Google Earth Aerial Photo).

The purpose of the project is to develop a 150 -acre property into a 52 -lot, low density, single family subdivision, Wthin a fast growing area of Pender County, NC.
4i. Describe the overall project in detail, including indirect impacts and the type of equipment to be used:*
The project will consist of installing access roads and utilities, such as community septic system, which will service those lots that either do not perk or do not contain enough buildable
upland to have a private septic system. Eight (8) wetland impacts (Impact Areas A -H) are necessary to facilitate the construction of Roads A and B. Five (5) of the road crossings
require culverts (Impact Areas A, D -G) to maintain a hydrologic connection. One septic line will be installed between lots 47 and 48. The utility line Wil be covered with rock and will serve
as the access road to the community septic system. Large machinery, such as backhoes, dump trucks, bulldozers and graders, will be used to complete the work. In total, 0.489 -acre of
wetland impact is necessary to facilitate the construction.

The Applicant utilized as many of the existing soil roads as possible and designed the site as a low density development, which does not require
collection of stormvmter runoff, but rather treatment of the runoff, through vegetated swales, prior to discharging into the wetlands. In addition the plan
has been designed to impact wetlands for the purpose of access and not for lot fill.

Prior to major land disturbing activities, where work is to take place within 50' of a wetland, silt fence and other erosion control measures will be
installed, reducing the potential for unauthorized impacts to occur.
