The parcel located in Atlantic Beach at the end of Old Causeway Road and is within the Planning jurisdiction of the Town of Atlantic Beach. The total tract area is 2.278 -acres and no wetlands exist onsite. The land is currently owned by Pirate Group, LLC (13131502 PG429) and The Reserve at Channel Bay,U-c-0131601 PG445). There Is an executed agreement for purchase and sale of the property between the Pirate Group and J&B East Props, LLC. The property is currently Channel Bay Mobile Home Park, developed in the 1960's and predating any regulano,k oq NCDEQ Coastal Management and Stormwater. This submittal is for upland development only, including the multi -family duplexes, pervious and impervious concrete driveways, asphalt drive, retaining wall, utilities and septic systems. The site is being filled approximately three feet for the construction of pervious pavement and wastewater systems. The retaining wall is needed to provide gentle slope transitions of less than 5% to the existing bulkhead for non-erosive velocities. Stor-- mwater The project is being submitted for consideration as an upland high-density redevelopment and no construction is proposed within the water. The site is adjacent to Bogue Sound, Class SA;HQW, Index Number 20-36-(8.5). The property is currently operating as a mobile home park which Includes sheds, rock/gravel drives, covered porches and other miscellaneous built upon areas. The existing impervious areas have been located as shown on the existing conditions map as surveyed by E. Glenn Corbett, PLS of The Cullipher Group, P.A. The total built upon areas are listed in the table below and the number corresponds to the numbers found on the existing survey map. The sum of all the existing BUA is 33,301.78 SF (33.53%). The existing soils on the property are classified as Cu -Corolla Urban land complex, soil group A and are moderately well drained, 12"- 18" seasonal highwater table with a Ksat of 1.65 inches/hour providing a drawdown time within 72 hours. The site is proposed to be filled to a minimum elevation 5.5 providing one -foot separation. The table below provides a summary of the proposed BUA for the project and permeable pavement amounts to reduce the overall BUA and provide equal or better stormwater control of the site by infiltrating additional roof BUA into the rock base of the pavement. These areas have been evaluated and approximately 1,200 CF is infiltrated in the depressions. The proposed plan will continue to treat impervious area via the pervious pavement SCM. Approximately the front half of buildings 1-8 will direct roof runoff to the gravel base of the adjacent pervious pavement driveway. The permeable pavement SCM(s) provides infiltration of approximately 2,600 CF from these screened rooftops. Remaining portions of the site will be treated via sheet flow and 2' bottom trapezoidal swales between buildings 5/6, 6/7 and 7/8. The swales are proposed with minimum 3:1 side slopes and less than one percent longitudinal slope promoting low velocities to provide excellent TSS removal and increased retention time within the swales. The swales terminate at the 30' buffer and then are graded to disperse the flow instead of directly discharging. The vegetated area on the waterside of each building is graded to provide additional sheet flow and treatment before entering Bogue Sound. Coastal Management The tract area calculated within the 75' AEC is 43,739.17 SF and the surveyed existing BUA within the 75' AEC is 13,966.11 SF (31.93%). The tract area within the 30' buffer is 19,065.13 SF and the surveyed existing BUA within the buffer is 3,344.40 SF (17.54%). The project proposes 13,947 SF (31.89%) of BUA within the 75' AEC and removes all the BUA within the 30'buffer. The permeable pavement that is proposed to maintain the pre-existing impervious coverage also treats portions of Buildings 1-8. It is assumed that the front half of each building will be piped to the pervious pavement base where it will Page 3 PM2506 Windfare Condominiums infiltrate and receive treatment. The total area of roof within the 75' AEC proposed to be infiltrated within the permeable pavement is 5,811 SF reducing the effective % BUA to 18.60%. Erosion and Sedimentation Control Measures The following measures are proposed for the site. If it becomes evident that additional erosion and sedimentation control measures are needed, they shall be installed immediately. It is intended that all grading and excavation activities within a certain area will be protected as soon as that activity is complete. 1. Temporary Gravel Construction Entrance — Stone construction entrance will be used to reduce transport of sediment off site. 2. Sediment Fence —Sediment fence will be utilized as necessary in locations as shown on plans or as deemed necessary by the engineer to ensure that off-site sedimentation is controlled. 3. Seeding — All disturbed areas will be seeded within 7 days (HQW zone) following construction in accordance with the seeding schedule shown on the plans. 4. Temporary Sediment Traps — Sediment traps will be constructed as shown on plans and serve to trap sediment and prevent from the sediment moving off-site. Erosion Control Specifications 1. All erosion and sediment control measures shall be checked for stability and effective operations following every runoff producing rainfall event or at least once per week. Repairs required shall be completed immediately to the dimension and functions indicated on the plans. 2. Sediment shall be removed from behind the sediment fencing when it becomes 0.5 feet deep at the fence. The fence shall be replaced or repaired as necessary to maintain a barrier. 3. All seeded areas shall be fertilized, seeded and mulched within 7 days of disturbance. Disturbed areas shall be fertilized, reseeded and mulched as necessary according to the Contract documents to establish and maintain a dense vegetative cover. RECEIVED Construction Sequence OCT 10 2018 1. Remove and/or relocate existing obstructions. SCM-MHD CITY 2. Install stone construction entrance. 3. Clear and grub the site. Existing wastewater, drainage and water utilities should be excavated properly disposed and backfilled with clean sand materials. 4. Install silt fencing at specified locations. 5. Excavate a minimum of 1.5 feet of existing material at all proposed infiltration areas plus a 10 -foot perimeter, removing the existing mixed soil surface materials. Excavated surface materials shall be exported away from the infiltration areas. 6. Construct keystone retaining wall, except for the section of wall between buildings 2/3 and 6/7. 7. Construct sediment trap at outfalls between buildings 2/3 and 6/7 and check dams along the property line swales. 8. Begin filling the site and grading to drain towards temporary diversion ditches and proposed sediment traps. Rough grade site and street. Once filled to proposed wall height at each wall break, construct remaining portions of the wall. Continue filling the site to the proposed grades. 9. Coastal Stormwater Regulations The North Carolina Division of Environmental Management implemented coastal stormwater regulations in coastal counties on January 1, 1988 and most recent codified effective January 1, 2017. These regulations are detailed in 15 NCAC 02H.1019 Coastal Counties. These rules allow for a development to be considered under various options. This project is submitted for approval consideration under High Density Redevelopment per 15A NCAC 02H.1001(1)(f), G.S. 143-214.7(a1) and 02H.1019(7)(b). PROJECT SUMMARY: The applicant is proposing to re -develop a 2.3 -acre tract along Bogue Sound in Atlantic beach. The work will involve the construction of Windfare Condominiums, which would consist of 10 multi -family duplexes, road, driveways, utilities, retaining wall and septic systems. No work waterward of NHW is proposed, only high ground development, which involves more than one acre of land disturbance and the 75' Estuarine Shoreline AEC.. Project Description The existing 2.3 -acre tract currently is a mobile home park in Atlantic beach at 402 Old Causeway Road. It was developed in the 1960's and has remained unchanged since. The surveyed existing BUA within the 75' AEC is 31.93% (13,966.11 so and a tract total BUA of 33.53% (33,301.78 so. The project area is found by turning off Highway 70 East in Morehead City (Arendell Street) onto the on-ramp for Atlantic Beach. Follow the Atlantic Beach Causeway for approximately 2,774.41' (.53 miles) then turn right onto Old Causeway Road. Follow Old Causeway Road for approximately 3,138' (.59 miles). The entrance to the old "Channel Bay MHP" will be on the right. The site is located along the south side of Bogue Sound and the west side of the existing canal that connects to Bogue Sound. The property is stabilized with an existing bulkhead and has several existing docking facilities along its shoreline. The tract is 3' above NHW with no wetlands. Current Activity involves mobile home removal. The waters of Bogue Sound adjacent to the project areas are classified as "SA, HQW" by the Division of Water Resources. There are no nearby Primary Nursery Areas. According to the maps provided by the .Shellfish Sanitation Section of the NC Division of Marine Fisheries, the waters of Bogue Sound are predominately open to shellfish harvesting adjacent to the proposed project with the canal area closed to shellfish harvesting. There is no development proposed within navigable waters and there are no know historic or archaeological areas of value known within the project sites. 10. Proposed Proiect The applicant is proposing to re -develop the 2.3 -acre tract with 10 multifamily duplex buildings (20 units total) landward of the 30' CAMA buffer, construct an entrance road, driveways, utilities and septic systems. The surveyed existing BUA within the 75' AEC is 31.93% (13,966.11 so and a tract total BUA of 33.53% (33,301.78 so. The proposed BUA for the site is 43,172sf and exceeds the pre- existing amount by 9,871 sf, however the applicant is proposing permeable pavement for the driveways at buildings 1-8, which would reduce the impervious area to the pre-existing amount. The first portion of the project involves the grading and filling of the property for the construction of pervious pavement driveways entrance road, utility installation, erosion control measures and new septic system installation. A maximum of 3' of fill would be placed and retained by a 3' high keystone retaining wall as well as silt fencing in specific areas. Per the applicant the retaining wall is needed to provide a gentle slope transition of less than 5% to the existing bulkhead for non-erosive velocities. The silt fencing would remain in place until grass growth stabilizes the soil. The final portion is the construction of the 10 multi -family duplexes. Each duplex would house 2 units per building for a total of 20 units. Each building would be 40' x 48', a finished height of 45' from existing MSL and 40' above finished grade once the 3' of fill is added. Buildings 1-8 would have a 10' wide pervious paver driveway, with building 9 and 10 having 38' wide concrete driveways. The asphalt entrance road would be 20' wide. All portions of the proposed buildings would remain landward of the 30' CAMA buffer. The existing tract area calculated within the 75' AEC is 43,739.17 sf with the surveyed existing BUA within the 75' AEC at 13, 966.11 sf (31.93%). The existing tract area within the 30 buffer is 19,065.13 and the surveyed BUA within the 30' CAMA buffer is 3,344.40 sf (17.4%). The project proposes 13,947 sf (31.89%) of BUA within the 75' AEC and removes all existing BUA within the 30' CAMA buffer. Per the applicant, the pervious pavement that is proposed, treats portions of buildings 1-8, therefore reducing the BUA to 18.60%. 11. Anticipated Impacts: The development would grade, fill and disturb 100,188 sf (2.3ac) of high ground with 13,947 sf of BUA within the 75' Estuarine Shoreline AEC. The innovative design would reduce the BUA to 18.60% and therefore has the potential to improve stormwater treatment. There is no work proposed waterward of NHW at this time. The applicant reports they are submitting an Erosion and Sediment Control plan to NCDEMLR for upland high-density re -development but a site development plan has not been submitted to NCDWR for review at this time. NO MORE THAN 24 INCHES OF A 36 INCH FABRIC IS ALLOWED ABOVE GROUND LEVEL. - 8. THE INSTALLATION SHOULD BE CHECKED AND CORRECTED FOR ANY DEVIATIONS BEFORE COMPACTION. 9.
