PROJECT SUMMARY: The applicant proposes to replace the existing bulkhead, free-standing bulkhead, access pier and perform maintenance dredging adjacent to the subject property. David and Elizabeth Floyd Page 2 9. PROJECT DESCRIPTION: The applicant has requested that the subject CAMA Major Permit Application be processed under the Express Review Permitting Program. The project site is located at 208 Seacrest Drive and 101 Keel Street, adjacent to Motts Channel, in Wrightsville Beach, New Hanover County. The properties total approximately 4.0 acres with roughly 375' of shoreline frontage. The property's averages 3'-7'above mean sea level. A portion of the property's shoreline is stabilized by a deteriorated wooden bulkhead. The properties are currently developed (residence and marina) and vegetation consists of lawn grasses and landscape shrubs. A sparse section of coastal wetlands, including Black Needle Rush (Juncus roemarianus), Spike Grass (Distichlis spicata), and Smooth Cordgrass Marsh (Spartina alternaflora), exist along the southern portion of the 208 Seacrest Drive property and the eastern portion of the 101 Keel Street property. The Wrightsville Beach Land Use Plan classifies adjacent waters as Conservation, and the adjacent high ground portion of the project area as Developed. The waters of the Motts Channel, which are included in the Wrightsville Recreational Area, are classified SB# by the N.C. Division of Water Quality. They are NOT designated as a Primary Nursery Area by the N.C. Division of Marine Fisheries and they are CLOSED to the harvest of shellfish. PROPOSED PROJECT The applicant's are related and share a common bulkhead between 208 Seacrest Drive and 101 Keel Street. A general permit for replacement of that bulkhead was issued on 10/25/07 (GP#46109), however no work was initiated and the permit has since expired. The applicant's are currently proposing to include the bulkhead replacement under this CAMA major permit as well as to request approval for replacement of the existing free-standing bulkhead, located just south of the 208 Seacrest Drive property. Additionally, the applicant's propose to replace a portion of the existing access pier and perform maintenance dredging within the basin, also located just south of the 208 Seacrest Drive property. Beginning along the western shoreline, the applicant's propose to install a new bulkhead. The new bulkhead would be installed approximately 2' waterward of the existing bulkhead and span approximately 43', in a north to south direction. The applicant's propose to tie into this bulkhead wall with a new free-standing bulkhead, in the northwest corner of the boat basin. A dilapidated free-standing wall currently connects to the existing bulkhead, and the applicant's propose to replace that wall with a new free-standing wall, located in the same foot print. The existing free-standing bulkhead was originally permitted under CAMA Major Permit #172-84, on 8/30/84. The wall was constructed to prevent materiaUsediment from entering the boat basin from the high marsh area located directly landward of the wall. Over the course of twenty years, the wall has been progressively deteriorating and is no longer functioning property, allowing sediment entry into the basin. Because the wall is in such disrepair, the applicant's have decided to replace it with a new vinyl wall. The applicant's indicate that the new wall (approximately 84' in length) would be installed in the same footprint as the existing wall. The site drawings indicate that sheet piles would be installed temporarily, on the waterward side of the existing wall. The old wall would be removed in sections as the new wall was being installed, and span the entire length of the existing wall. Tie back rods would secure the free-standing wall to piling deadman, located within the area of coastal wetlands, just north of the proposed wall. David and Elizabeth Floyd Page Z The applicant's proposal indicates that the new wall would not extend beyond the length of the existing wall. Additionally, the wall would be constructed, and positioned in such a manner as to allow continuous tidal fluctuation landward of the wall. Because the free-standing wall is located beneath the existing fixed access pier, a portion of the pier would need to be removed and replaced during construction. The 6' x 53' access pier, and a portion of the 6' x 23' finger pier, would be removed prior to removal of the bulkhead. According to the applicant's, the pier pilings and deck structure would be removed and new pilings and decking would be installed in the same footprint. The new pier would saddle the bulkhead, following its completion. In addition to the proposed bulkheads and access pier, the applicant's propose to perform maintenance dredging within the boat basin. The initial dredging activity for this property was included also in CAMA Major Permit#172-84, issued 8/30/84. The applicant's are proposing to dredge (via bucket and barge) within the same footprint as the initial permitted area, which is an area approximately 30' x 90'. The limits of the dredging activity would span from the waterward edge of the bulkhead's, to the basin side of the finger pier and floating dock, out towards Motts Channel. Existing water depths within the boat basin range from -1.6' (adjacent to the bulkhead's) to -5.1' (at the far end of the proposed dredge limit, adjacent to the channel), relative to Mean Low Water (MLW). The applicant proposes to dredge to a final depth of -5.5' MLW, which is less than what the original permit allowed (-8.0' MLW). Dredge material removed from the boat basin would be immediately loaded and transported (via barge) to an adjacent spoil disposal island located on the southern side of Motts Channel. 10. ANTICIPATED IMPACTS The proposed pier(s) would incorporate approximately 404 square feet of estuarine waters and public trust area. The proposed bulkhead(s) would result in the loss of approximately 86' of estuarine and public trust waters. The proposed maintenance dredging would disturb approximately 2,700 square feet of previously disturbed bottom area. The project would include the removal of approximately 142 cubic yards of material from the system. Minor increases in turbidity can be expected during construction, however no long impacts are anticipated. Submitted by: J.Dail Date: 2/02/07 Office: Wilmington Project Narrative CAMA Major Permit New Hanover County 208 Seacrest Drive Elizabeth Floyd and David Floyd The subject tracts are located on the corner of Seacrest Drive and Keel Street in Wrightsville Beach. The properties abut Motts Channel and shaze a bulkhead surrounding a small boat slip area. 101 Keel St has been an operating marina since 1982 and is approximately 5 acres. 208 Seacrest Drive is a developed residential lot. Structurally there is a dry stack storage building, club house, office building, bulkhead and floating docks on the marina parcel and a house with pier, free standing retaining wall (no fill behind wall), and floating docks on the residential pazcel. The applicants propose to replace three sections of a free standing retaining wall which protects the coastal wetland behind the wall and is used to keep sediments out of the existing private boat slip for 208 Seacrest Drive, and to replace the portion of existing fixed pier and finger pier located above the wall. Sheet pile will be temporarily placed along the landward side of the existing retaining wall to keep sediment from moving while the existing retaining wall is removed and the new retaining wall installed in the same location. A section of bulkhead along the west side of the boat slip was approved for replacement by GP# 46109 issued October 25~', 2006, and the applicants would like to have the work authorized by the general permit included in this CAMA major permit. The applicants also propose to dredge the area in the private boat slip to a depth of -5.5' MLW to match the connecting water depths of Motts Channel .This would provide for the removal of approximately 142 c.y. of material, and will be performed by bazge and bucket method.
