Thank you for your PCN and attached information, received and dated 10/8/2018, for the above referenced project. I
have reviewed the information and need clarification before proceeding with verifying the use of Nationwide Permit 29
(http://saw-reg.usace.army.mil/NWP2017/2017NWP29.pdf). Please submit the requested information below (via e-mail
is fine) within 30 days of receipt of this Notification, otherwise we may deny verification of the use of the Nationwide
Permit or consider your application withdrawn and close the file:
1) Section C.3 of the PCN reports the permanent stream impacts related to culvert fill as 88 Lf. However, the Impact -1
plansheet shows that the pipe length itself is 88 Lf. Given that the stream reach proposed for impact is somewhat
sinuous rather than straight, the length of stream impacted would be greater than the length of pipe proposed. Please
update the PCN (proposed impacts and compensatory mitigation) and plansheet to propose the itemized stream
impacts based on stream length rather than pipe length;
2) The profile view on the Impact -1 plansheet indicates that the upstream side of the culvert will be installed
approximately 3 feet below the existing stream bed. Although rip rap is proposed on this end of the culvert, the amount
of downcutting required risks forming a headcut that would migrate upstream and cause indirect stream impacts. Could
the risk of headcutting be further minimized through such measures as increasing the length of the upstream embedded
rip rap pad to reduce the flatten the stream bed slope?
3) Please provide a higher resolution version of the "Little Haw Creek Temporary Crossing Detail", as the text is not
currently legible;
