On behalf of the property owner, Mr. Todd Adams, we request an appeal of the buffer determination
performed by Eric Kulz for the Garden Club Way Site. Mr. Kulz met S&EC on site May 5, 2006 and
determined feature A to be subject to the Neuse Buffer Rule (see attached Wake County Soil Survey
map). However, we believe this feature lacks the necessary indicators of an intermittent/buffered stream
channel. Therefore, we request a re-evaluation of this feature. Please accept this letter as an official
request. We are only appealing the determination of stream "feature A". We, do not disagree with the
other determinations throughout the property. Your help in clarifying the status of the application of the
Neuse Buffer Rules to this feature is greatly appreciated.
